Detail of the Request:
The applicant LCA, is requesting a zone change Future Development - Drill Reservation
to Future Development for two (2) Drill Sites, being Gomer 6 a 2.066 acres drill site and
Gomer 13 a 2.066-acre drill site located in Lot 1, Block 1, Law Enforcement Center, 1st
Filing, City of Odessa, Ector County, Texas.

Analysis:
The property involved in this request is located on the east side of S Crane Ave SR E,
approximately 240 feet south of W I H 20 SR S. The site is within the City of Odessa
and has a FD-DR, Future Development-Drill Reservation Designation and is currently
vacant and undeveloped. Land use in the general area consists of vacant land to the
north, south and west and a Detention Center to the east.
The applicant is LCA, and the purpose of the request is to remove the drill reservation
designation from two (2) drill sites and rezone to FD, Future Development District to
allow the property to be developed as a cemetery or mausoleum. An associated
Specific Use Permit request has been submitted for this type of use as indicated in the
City of Odessa Zoning Ordinance/
Using the City’s identified priorities contained in the City of Odessa’s Comprehensive
Plan to evaluate zoning amendments the following comments are offered:
Comprehensiveness: The proposed zone change is not contrary to the established land

uses in the surrounding area and the land use plan of the City of Odessa’s
Comprehensive Plan. The FD, Future Development zoning will be an extension of the
zoning of land to the east of this site.
Changed Conditions: The proposed zoning would not have a negative impact on this
site or surrounding properties. The proposed FD, Future Development zoning would be
consistent with existing land uses.
Reasonableness: The proposed zoning request is not out of scale with the needs of

this area and the city.
Based upon the preceding analysis, Staff recommends the zone change subject to
the following condition A.

The property involved in this request is located on the south side of Mission Blvd
approximately 1,173 feet west on Mission Blvd. The drill sites are within the City of
Odessa and have a FD-DR, Future Development-Drill Reservation Designation and are
currently vacant and undeveloped. Land use in the general area consists of vacant land
to the north, east and south and residential development west.
The applicant is LCA, and the purpose of the request is to remove the drill reservation
designation from four (4) drill sites and rezone to FD, Future Development District to
allow the property to be available for development in the future.
Using the City’s identified priorities contained in the City of Odessa’s Comprehensive
Plan to evaluate zoning amendments the following comments are offered:
Comprehensiveness: The proposed zone request is not contrary to the established land
uses in the general area or the land use plan of the City of Odessa’s Master Plan. The
FD, Future Development zoning will be an extension of the zoning of land to the north,
east, and south of these sites.
Changed Conditions: The proposed zoning would not have a negative impact on this
site or surrounding properties. The proposed zoning would be consistent with existing
land uses.
Reasonableness: The proposed zoning would be encircled by existing FD, Future
Development and will facilitate compatible development to the existing land uses in the
area.
Based upon the preceding analysis, Staff recommends the zone change subject to
the following condition A.

Detail of the Request:
The applicant, LCA, is requesting a Specific Use Permit (SUP) to allow a Cemetery or
Mausoleum in a FD, Future Development Zoning District. The site is currently
designated FD-DR, Future Development-Drill Reservation, with a request for a zone
change to and FD, Future Development to facilitate approval of the Specific Use Permit.

Analysis:
The property involved in this request is located on the east side of S Crane Ave SR E,
approximately 240 feet south of W I H 20 SR S. The site is within the City of Odessa
and has a FD-DR, Future Development-Drill Reservation Designation and is currently
vacant and undeveloped. Land use in the general area consists of vacant land to the
north, south and west and a Detention Center to the east.
A site plan has been submitted indicating individual plots on the site. The cemetery will
be built in four (4) phases with an estimated 2,081 plots. The main entrance is located
on S. Crance Ave. and contains seventy-four (74) parking spaces. There are private
accesses to the cemetery plots that are thirty feet (30’) in width. The site will be
surrounded by trees and a chain link fence that is six feet (6’) in height. A metal building
located to the north of the property will contain an office, a waiting room, restrooms and
garage. There are seven (7) parking spaces designated for employee parking.
The Planning Staff feels that the use of the property as a cemetery is an appropriate
use for this site and any adverse effect to surround properties will be minimized with
the adoption of the following conditions:
1. Shall provide a more detailed site plan showing easements and walkways.
2. Any signs need to meet parking zoning ordinance requirements.
3. Shall comply with all Future Development District standards and regulations.
4. Shall comply with all Fire and Building Inspections codes and ordinances.
5. Adoption of the site plan.
6. Review of the permit upon receiving neighborhood complaints. This is a
temporary permit, and the City Council shall have the right to termination for
violation of the terms and conditions of the permit or because of the negative
effect of the use on the neighborhood after a public hearing.
Based upon the preceding analysis, Staff recommends approval of the request.
