Minutes Beach Nourishment Committee Meeting May 16, 2023 Meeting called to order by Sandy Boyer 6:29P.M. at OD Fire House Attendees: Sandy Boyer, Bruce Boyer, John Lawicki, Peter Mavrelis, Paul Panther, C.J. Jackson, Linda Woloshansky, Al Hallane, Scott Kingan, David Schneider, Chuck Sheaff. The minutes of the April 18th meeting were approved. Reports: Sandy: 1. Central and West end project The Army Corps of Engineers has determined not the make mitigation a requirement. The Indiana Department of Natural Resources, and the Indiana Department of Environmental Management still need to make a ruling on this issue. East end project Some discussion followed regarding the mitigation on the east end project. A final date for mediation is set for June 13 and we are hopeful for a favorable outcome for the town. We are hopeful that the requirement for mitigation will be dropped. 2. Permitting We were asked to drop the existing permit for revetment on the east end before the army corps of engineers will grant a new permit for the central and west end project. More notices will be sent to those home owners on the north side of shore drive regarding the central and west end project 3. Fundraising Several ideas were made about bringing a clear and simple message to all homeowners about the need to contribute to the “save the shore” fund. We discussed the importance of educating residents regarding where and how these funds are to be spent. The establishment of 501c3 status for revetment and save the shore projects was also discussed. 4. Wooden stairs In the event that there is a shortfall for funding for revetment at accessways, it was suggested by several members of placing wooden stairs from the sea wall down to the beach. Plans to open access #19 were announced. 5. Additional suggestions Plans for raking the sand to improve the beach appearance and having storage racks for water sports equipment and a motorized transport vehicle for the handicapped. Peter: 1. Long range planning Suggestions were made to include what the beach committee has accomplished over the past several years in our written vision statement. Also, we were informed that monies have been allocated by the state of Indiana to study the root cause of our beach erosion problem. Allen 1. Great Lakes and St Lawrence Project Allen presented preliminary long range plans for beach protection proposed by the Smith Group. He will be attending zoom meetings on our behalf. David and Bruce : 1. Snow fencing Discussion about how to approve or disapprove snow fencing was discussed. A formal report will be presented at our June meeting. Scott: 1. Reconciliation east end Monies are finally being contributed to equalize the final funding of the east end project.
