Possible revisions to summer parking restrictions Given that summer rules have already begun, this matter will likely be tabled until 2024. 2. Update involving Ordinance #838 After the last meetings Jim posted a friendly reminder regarding this ordinance on the Town’s website and Facebook page and sent out an email blast. Jeremy intends to include a flyer with the next water bill. Jim also spoke to Republic, which may be able to get interested residents smaller trash cans. 3. Review of Ordinances not yet codified. At the last meeting each member was assigned to review one non-codified ordinance to recommend if any needed to be modified so the Code can be as complete as possible when finally codified. a. Dick Meister reported on Ordinance 824, which dealt with signs. The GRC spent nine months crafting this ordinance. The ordinance appeared fine as writing, though the Town may wish to review to ensure that residents are complying with sign size restrictions. Dick also reported on Ordinance 825, which made minor changes to 815 and appeared fine as written. b. Richard Hassan reported on Ordinance 826, which made minor changes to holiday and compensatory time policies for employees, and Ordinance 827, which increased the costs of peddler licenses and the fines for noncompliance. Both ordinances appeared fine as written. c. Mike Shaefer reported on Ordinance 828, which imposed the current rules for dogs on the beach, and Ordinance 829, which changed the Dog Committee to the Animal Committee. Both ordinances appeared fine as written. d. Dave Hollar reported on Ordinance 830, which has since been amended by Ordinance 857, and limits the keeping of wild and farm animals in Town. The ordinance appeared fine as written. Dave also reported on Ordinance 835, which deals with fees for storing watercraft on 1 the beach. Given the limited beach, this does not seem to have been an issue lately, but the Town Council may still wish to review to discuss modifying fees or imposing other rules or restrictions. e. Bob Schwartz reviewed Ordinance 836, which regulates RV parking. The Town Council may wish to review the ordinance and clean up its language, particularly considering how it might apply to food trucks. Suggestions also were made to rewrite the ordinance to focus on gross vehicle weight. Bob also reported on Ordinance 837, which focuses on refuse and prohibits glass containers on the beach. Although the Ordinance purports to amend Section 94.22, there appear to be no changes. f. Jim Slawinski reported on Ordinance 839 (Trespass), which seems fine unless the Town Marshal has enforcement issues. He also reported on Ordinance 840, which lists crosswalks to be placed in town. The Committee noted that the ordinance directs installation of three crosswalks on Hillcrest and one on Diana, but the ones on Hillcrest are not currently installed. The Town may wish to either install the crosswalks or take steps to amend the ordinance. New Business 1. Additional assigned ordinances for review. New ordinances were assigned for review with members agreeing to review two ordinances each for the next meeting. a. Meister: 843 (Employee Benefits) & 845 (Police Clerk) b. Hassan: 846 (Portable Toilets) & 847 (Building Fees) c. Shaefer: 848 (Police Uniform Allowance) & 849 (Speed Limits) d. Hollar: 852 (Title VI) & 853 (Other Leave) e. Schwartz: 854 (Sick Leave) & 856 (Restore the Shore Funds) f. Slawinski: 858 (ARP Fiscal Recovery Fund) & 860 (Noise Regulations) 2. TC Member (Liaison) Vacancy Requirement Tabled until the next meeting. May eliminate the second TC member. 3. GCR Meeting Date Change Due to a member conflict on Monday, the committee tentatively agreed to move meetings to the fourth Tuesday of each month at 7 pm at Town Hall.
