Minutes Beach Nourishment Committee Meeting June 20, 2023
Meeting called to order by Sandy Boyer 6:36P.M. at OD Fire House
Attendees: Sandy Boyer, Bruce Boyer, John Lawicki, Peter Mavrelis, Paul Panther, C.J. Jackson,
Al Halline, Scott Kingan, David Schneider, Michelle Bonneau
The minutes of the May 16th meeting were approved.
Reports:
Sandy:
1. Central and west end project
The Indiana Department of Natural Resources has granted us a permit to do the project.
Other government agencies also need to approve including the army corps of engineers
and the Indiana Department of Environmental Management. Much discussion later in
the meeting centered around well publicized objection to the project by the Save the
Dunes organization who have formally objected to the decision. Scott Kingan, on behalf
of the Town of Ogden Dunes replied to Save the Dunes in a letter, pointing out how our
beach has been adversely affected by governmental decisions resulting in the loss of
beach and endangerment of homes in our town. He also emphasized that our goal is to
preserve the beach for the enjoyment of all the people of Ogden Dunes and Indiana.
The committee agreed to proceed with education and persuasion of the public and
government officials on the merits of the project.
Scott: 1. 501c3 decision
After discussion with members of the town council it was decided that a separate 501c3
status for the central and west end project was not possible.
2. Litigation
Meetings with the army corps of engineers and the town regarding the east end project
have been fruitful and a favorable decision is expected.
3. Reconciliation of east end monies
Progress has been made regarding the redistribution of funds for the 2020 emergency
project. Any future projects will have more accurate cost estimates and tighter
management of funds.
4. 2 shore drive
The complexity of the issue with revetment on Park land was discussed along with who
would be involved if a law suit is filed.
Peter: 1. Vision statement
Input from Paul and John will be incorporated into an updated statement.
Allen 1. Great Lakes resilient coastal project
We were updated on ideas occurring in Beverly Shores and what would be possible in
Ogden Dunes.
David, Bruce Scott:
1. Snow fence
It was recommended that wooden snow fences with wooden posts be approve by the
town council
2. Lifesaving equipment
Life saving equipment at access points will be in place by July forth holiday. A
transport stretcher will also be place at accessways.
C.J. 1. Ladder access to beach
It was agreed that seasonal access with an aluminum ladder be allowed to get to the
beach. The type of ladder should be uniform for all of those allowed to put them on the
town property.
Sandy 1. New survey
Because of possible cost saving a new survey was suggested by the engineer. However
since we are not sure of the current time table for the central and west end project the
decision for a new survey was tabled.

Permitting – Sandy
IDEM has given us the permit.
The 30 day commenting period ended yesterday for the USACE. Thank you to those
who commented.
Estimates from GZA will follow permitting.
Dan began working on estimates Friday. GZA will survey the beach again because the
situation has changed so much This will likely work to the advantage of OD and
homeowners.
We will seek donations from OD residents soon. Grants are highly unlikely.
Construction will hopefully begin ASAP after Labor Day.
