Minutes Beach Nourishment Committee Meeting August 15, 2023
Meeting called to order by Sandy Boyer 6:30P.M. at OD Fire House
Attendees: Sandy Boyer, John Lawicki, Peter Mavrelis, Paul Panther, Allan Halline, Michelle
Bonneau, Bruce Boyer, C.. J. Jackson.
The minutes of the July 18th meeting were amended and approved.
Reports:
Sandy:
Permitting and Save the Dunes
Before we can receive a final permit from the USACE we must address questions regarding the
environmental effects of any new reinforcement of the stones on the beach. Dan our engineer
will be asked to provide the answers. We agreed that funds for this completion should be spent
to ensure that the project continues to move ahead. We have permission to perform work
above the high water mark. It is hoped that any objections from Save the Dunes can be
answered prior to a 5/1/2024 hearing on this matter.
Allan:
Resilient Coastal Projects Initiative
Allan will continue to investigate what near shore solutions are available to help nourish our
beaches.
Bruce:
Snow fencing
The suggestions were given to Dave Schnieder to present to the town council.
C. J.:
Ladders
C. J. and Bruce have recommendations for the placement of removable ladders over the steel
walls for beach access. They will present to Jeremy Ogden for approval.
Sandy:
Litigation and Mitigation.
Sandy reported that the next meeting is October 10. She will push for sand placement by the
USACE for the beach.
Sandy:
Reconciliation
It was agreed that home owners who owe monies for the east end project be encouraged to
pay up.
Bruce:
Safety Rings
Some safety equipment has already been placed at some accessways. Further requests should
be made through the Ogden Dunes Fire department.
Paul
Mobi Matts
Paul presented the idea to the town council and we are awaiting a decision.
The meeting was adjourned at 7:45
Next meeting September 19 at OD firehouse.

Awaiting the permit from the USACE
USACE rec’d letter from NPS that we must address.
Does Ogden Dunes need a permit from itself?
Save the Dunes
The prehearing conference was July 26 for the Save the Dunes issue.
It only addressed administrative issues.
They may begin mediation.
Another meeting is set for 5/1/24 as Save the Dunes attorneys expect to have many
documents to go through.
Our attorney and the IDNR attorney have not yet decided whether to request dismissal
or fight on the merits.
GZA
We think construction can go through the winter if our weather is mild.
Our attorney is checking with the IDNR attorney to confirm that we can work
above the OHWM.

Ladders to beach - CJ
Litigation & Mitigation – The next meeting with mediator is October 10. We are trying to
connect with USACE re their plan for sand on the beach.
Reconciliation - There are homeowners on the east end who have not paid the balance of what
they owe. That holds up the money that is due to those who overpaid. Note that the estimates
homeowners were given were very close to being on target for work north of the wall. Any
extra costs were for the construction road along the shore, a necessary but unexpected
expense.
Safety rings at walkways – It was announced at the TC mtg. that they would like to have more
rings donated. Contact the Fire Chief Eric Kurtz for more information.
Community Comments/Questions
Issues on hold: gifts purchased for donors & requestion donations from residents.
Our next meeting is scheduled for September 19 at 6:30 p.m. in the Community Room at the Fire
Department.
