Review of Ordinances not yet codified Last meeting each member was assigned to review one non-codified ordinance to recommend if any needed to be modified so the Code can be as complete as possible when finally codified. a. Dave Hollar reported on Ordinance 813, which dealt with considerations for the Board of Zoning Appeals. The ordinance appeared fine as written, but any recommended changes should come through the Building Code Review Committee. b. Dick Meister reported on Ordinance 815, which dealt with travel. The ordinance set maximum reimbursement rates for meals and hotels. The Town Council may wish to review the amounts and consider whether they remain appropriate or should be raised (or deleted and capped by some non-ordinance means). c. Mike Shaefer reported on Ordinance 816, dealing with internal controls for handling of money collected by the Clerk-Treasurer. The ordinance appeared fine as written, though the Town Council may wish to review to insure the Town is adhering to the requirements. d. Richard Hassan reported on Ordinance 819, dealing with limits on skateboarding in town. The ordinance appeared fine as written. e. Jim Slawinski reported on Ordinance 820, dealing with water rates and the fire protection service charge. This ordinance has been superseded with new rates and there is a new flat fee for fire protection,  2. Group review of Ordinance #838 The group reviewed the ordinance requiring refuse containers to be away from the curb except for during specified hours and to otherwise be away from the street and out of view. A majority of the committee believed the ordinance was fine as written. The committee noted that many homes are not in compliance with this ordinance. The Town may wish to post on the website or otherwise send out reminders to improve compliance 3. Possible Revision to summer parking restrictions The matter had been raised by Scott and was tabled until the next meeting. New Business 1. Welcome New Member Robert Schwartz 2. Additional assigned ordinances for review. New ordinances were assigned for review with members agreeing to review two ordinances each for the next meeting. a. Meister: 823 (Amend and Clarify 815) & 824 (Signs) b. Hassan: 826 (Overtime and Compensation) & 827 (Peddlers) c. Shaefer: 828 (Dogs on the Beach) & 829 (Animal Committee) d. Hollar: 830 (Prohibited Animals) & 835 (Watercraft Stickers) e. Schwartz: 836 (Recreational Vehicle Parking) & 837 (Refuse) f. Slawinski: 839 (Simple Trespass) & 840 (Crosswalks) 3. Assign a GCR Vice Chair Jim asked members to consider selecting a Vice Chair at the next meeting. 4. TC Member (Liaison) Vacancy Requirement Tabled until the next meeting. 5. GCR Meeting Date Change The committee tentatively agreed to move meetings to the fourth Monday of each month at 7 pm at Town Hall.
