General Code Review Committee Meeting Minutes Tuesday, October 24, 2023, 7pm Town Hall, Ogden Dunes Member Present Member Presen t Jim Slawinski, Chair, 2026 X Dick Meister, 2024 Ken Thompson, Sec, 2024 X Bob Schwartz, 2026 X David Hollar. 2025 X Scott Kingan, TC Member Mike Shaefer, 2025 Vacant, TC Member Richard Hassan, 2026 X • Meeting was called to 702p by Chairman Jim. • Approval of minutes from the August 29th GCR Meeting - I motion was made by Richard and seconded by Bob. Approved unanimously. • Update on refuge container ordinance - Jim discussed the ordinance. There is some concern over enforcement. • New ordinance involving lawn upkeep. - the town council may a few changes, then passed the ordinance. • Update on existing ordinance involving trespass. - Jim reviewed this. The marshal said the state police handbook has a detailed explain of these concepts. It was decided to follow the state guidelines and the committee supported deleting this ordinance. • Update on existing ordinance involving crosswalks. There are two defined crosswalks that will be repainted. • Seasonal Golf Cart Parking (Position) - Concern here related to getting greater parking area. This might relate that suggestions in the issuing a sticker to give best practices for parking such as perpendicular rather than horizontal with the road. • Items left on the beach - Desired to clear the beach, hard to enforce. How do you inventory the items taken off the beach. Scott suggested that they might hire a part-timer to clear the beach once a week clear the items and collect them and store them. • Ordinance 846 wording needs to be clarified. Not sure on some of the wording or they should be corrected. Current Ordinance Review Results Jim Slawinski: Ordinance 858 (ARP (American Recovery Fund). Jim discussed the ordinance and how it was applied for buying and installing the water meters. No change in the ordinance is warranted. Ordinance 860 - relates to noise ordinance. No change was recommended on this ordinance.  Dave Hollar: Ordinance 852 & 853 - HR ordinance - no change (Supporting civil rights and policy) (Amend personal other leaves policy) - no change warranted. Mike Schaefer: Misc. Contractor Sites - material stored on multiple sites. Jim will tell Mike to discuss with the building commissioner. Rich Hassan: 848 - an addition for clothing allowance. Not an issue. 849 - Speed limits - refer to ordinance 871 which in place of ordinance 848. Delete ordinance as it is superseded by 872. Dick Meister: Ordinance 843 & 845 - not covered this night. Bob Schwartz: Seasonal Parking in other communities - Bob presented us with the current parking ordinances from Dune Acres, Beverly Shore, and Long Beach in order to see what other towns do related to parking. We discussed easements and how they relate to parking areas and if there is a problem that even needs to be addressed yet. Will share our concerns with Scott. Future focus - Jim will go from ordinance 861 onward looking at ordinances and assign those to members. We will also consider meeting schedules.
