General Code Review Committee Meeting Minutes Tuesday, January 23, 2024, 7pm Town Hall, Ogden Dunes Member Present Member Present Jim Slawinski, Chair, 2026 X Mimi Ramos, 2027 X Dave Hollar, Sec, 2025 X Bob Schwartz, 2026 X Eric Fried, 2027 X Scott Kingan, TC Member Mike Shaefer, 2025 X vacant, TC Member Richard Hassan, 2026 X Meeting called to order – 7:04 pm Approval of Minutes of the Nov. 2023 meeting – Unanimously approved as written Election of Officers – Unanimous agreement for Jim to serve as chair with Mike and Rich to serve as co-vice chairs in Jim’s absence. Dave to serve as secretary. Old Business – Proposed Ordinance involving cleanup of items left on beach: Continued discussion of the proposed ordinance drafted by Jim. Discussion largely focused on the need to include a date by or on which collected items will be disposed. Jim will circulate a revised draft prior to the February meeting with the intent of finalizing and approving language then. Seasonal Parking: Continued discussion regarding ideas to deal with summer parking near the beach and possible new ordinances. The Committee came up with five primary recommendations to the Town Council. (1) Increase the fines for parking violations in the beach zone. (2) Tow cars illegally parked in the beach zone in accordance with Code Section 72.03. (3) Resume employment of a Town Greeter during beach season. (4) Add signage listing the penalties for beach zone violations at the front of town and/or on Shore Drive. (5) Increase enforcement of pending ordinances that prohibit stopping or standing in the beach zone or (if necessary) amend/add those ordinances to more specifically prohibit the practice. Review of Ordinance #873 (Amending Chapters 31 & 32 re: Depts, Boards, and Commissions): Deferred to February meeting. New Business – Easements: Discussion of the need to review and identify town easements, particularly on Shore Drive, where all those with beach zone permits should be permitted to park, to ensure that homeowners are not interfering with that right. Review of Ordinance 885 (Sanitation rates): Discussion concluded current ordinance is fine but only covers rates through 12/31/24 so new ordinance will be needed when the next contract is finalized.
