The purpose of the work session includes presentations and discussions regarding:
Agenda review for the City Council meeting;
First Security Bank Local Historic Resource Designation;
Utility Rate Study – History;
Sewer Connection Ordinance Amendment;
Council business; and
Council comments.
Any items not fully addressed prior to the City Council meeting, which begins at 6:00 p.m., may be addressed
immediately following the meeting.

4. Recognition:
a. Independents Week. Joint Proclamation declaring July 1-7 as Independents Week in Ogden City. (Approve joint
proclamation – voice vote)
b. Sarah Callister Sellers. Recognizing Ogden native and Weber State alumnus Sarah Callister Sellers for her
performance in the Boston Marathon. (No action required)
5. Request to be on the Agenda:
a. Ogden Trails Network Committee.
i. Presentation of the 2016-2018 Sunset Report.
ii. Proposed Ordinance 2018-19 extending the sunset date to June 30, 2021. (Adopt/not adopt ordinance – roll
call vote)

6. Common Consent: (voice vote)
a. First Security Bank Building Local Historic Resource Designation. Proposed Ordinance 2018-17 designating the
First Security Bank building, located at 2404 Washington Boulevard, as an historic resource. (Set public hearing
for July 10, 2018)
7. Public Hearings:
a. Fiscal Year 2018 Budget Amendment – Year-End Adjustments. Proposed Ordinance 2018-16 amending the
budget for the Fiscal Year 2018 to increase the total amount by $1,797,100 to recognize revenues not previously
anticipated and to appropriate these funds for various expenditures. (Adopt/not adopt ordinance – roll call vote)
b. Fiscal Year 2019 Final Budget. Proposed Ordinance 2018-9 adopting the tentative budget of Ogden City for Fiscal
Year 2018-2019. (Continue public hearing to July 10, 2019 – voice vote)
c. Fiscal Year 2019 Fee Schedule Amendments.
i. Proposed Ordinance 2018-12 amending Subsections 13-2-2.J and 13-2-3.A relative to Animal Services fees.
(Adopt/not adopt ordinance – roll call vote)
ii. Proposed Ordinance 2018-13 amending Subsections 4-6-1.C relative to Fire Department fees. (Adopt/not
adopt ordinance – roll call vote)
iii. Proposed Ordinance 2018-14 amending Subsection 4-6-4.A.9 and Chapter 8-5 relative to Ogden Airport fees.
(Adopt/not adopt ordinance – roll call vote)
iv. Proposed Ordinance 2018-15 amending Title 4, Chapter 4 to establish a fee schedule for Union Station.
(Adopt/not adopt ordinance – roll call vote)
8. Report from Administration:
a. Airport Name Change.
i. Proposed Joint Resolution 2018-6 renaming the Ogden-Hinckley Airport to Ogden-Salt Lake Regional Airport.
(Adopt/not adopt resolution – roll call vote)
ii. Proposed Ordinance 2018-18 amending Ogden Municipal Code to rename Ogden-Hinckley Airport as the
Ogden-Salt Lake Regional Airport. (Adopt/not adopt ordinance – roll call vote)
b. Airport Advisory Committee Amendments.
i. Proposed Ordinance 2018-20 amending Ogden Municipal Code to amend Airport Advisory Committee
provisions. (Adopt/not adopt ordinance – roll call vote)
9. New Business:
a. Financial Audit Contract. Proposed Resolution 2018-9 adopting a contract with Eide Bailly, LLP, to conduct the
City’s financial audits for Fiscal Years 2018 and 2019. (Adopt/not adopt resolution – roll call vote)
10. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be
considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are
to state their name for the record. Comments, which cannot be made within these limits, should be submitted in
writing to the City Council Office (citycouncil@ogdencity.com).
The Council encourages civil discourse for everyone who participates in our meetings. Comments pertaining to an
agenda item that includes a public hearing or public input should be given during the meeting as that item is discussed.
