Ogden City Council and Redevelopment Agency Agenda July 10, 2018 City Council Chambers 2549 Washington Boulevard, Ogden, Utah 84401 4:00 p.m. Joint Work Session Redevelopment Agency, also acting as the City Council City Council Work Room July 10, 2018 The purpose of the joint work session includes presentations and discussions regarding:  Agenda review for the City Council meeting;  2017 Culinary Water Master Plan update;  Capital Improvement Plan – Water Projects;  Utility Rate Study – Policy Discussion;  Fiscal Year 2019 Budget; o Facebook Live Event (5:30 p.m.)  The Junction Bond Series 2005A Letter of Credit Expiration and Potential Refunding;  Board/Council business; and  Board/Council comments. Any items not fully addressed prior to the Special City Council meeting, which begins at 6:00 p.m., may be addressed immediately following that meeting. The regularly scheduled Redevelopment Agency meeting has been cancelled. 6:00 p.m. Special City Council Meeting City Council Chambers July 10, 2018 1. Roll Call. 2. Pledge of Allegiance. 3. Moment of Silence. 4. Approval of Minutes (voice vote): a. Strategy Session of April 10, 2018 – Council member Blair b. Work Session of April 10, 2018 – Council member Choberka July 10, 2018 Page 2 of 3 5. Public Hearings: a. Fiscal Year 2019 Final Budget. Proposed Ordinance 2018-24 adopting a Certified Tax Rate and Final Budget for Fiscal Year July 1, 2018 through June 30, 2019. (Continue/not continue public hearing to August 7, 2018 – voice vote) b. First Security Bank Building Local Historic Resource Designation. Proposed Ordinance 2018-17 designating the First Security Bank building, located at 2404 Washington Boulevard, as an historic resource. (Adopt/not adopt ordinance – roll call vote) c. Annexation of a Portion of Weber County at 860 West 24 th Street. Proposed Ordinance 2018-22 approving the annexation of 1.8 acres of land general located at 860 West 24th Street and classifying the land as Manufacturing and Industrial Zone (M-2). (Adopt/not adopt ordinance – roll call vote) d. Annexation of Islands of Unincorporated Weber County. Proposed Ordinance 2018-21 approving the annexation of portions of unincorporated islands as recommended by the Weber County Commission and labeled as Islands A – G which are generally located west of Ogden City, with the exception of Island E which is located south east of Ogden City; and designating zoning consistent with the general plan. (Adopt/not adopt ordinance – roll call vote) 6. Reports from Administration: a. Sewer Connection Ordinance Amendments. Proposed Ordinance 2018-23 amending Section 9-3-2 of the City Code to revise sanitary sewer connection requirements. (Adopt/not adopt ordinance – roll call vote) 7. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their name for the record. Comments, which cannot be made within these limits, should be submitted in writing to the City Council Office (citycouncil@ogdencity.com). The Council encourages civil discourse for everyone who participates in our meetings.
