City of Olathe City Council Police Department - 501 E Highway 56 Tuesday | June 25, 2024 | 5:30 PM Budget Workshop #1 1. CALL TO ORDER Others in attendance were City Manager, Michael Wilkes, Deputy City Manager, Susan Sherman, City Attorney, Ron Shaver, and Tim MCKee, Olathe Chamber of Commerce CEO. Present: Bacon, Vogt, Gilmore, Schoonover, Felter, Vakas, and Essex 2. DISCUSSION ITEMS A. General Overview of the Proposed 2025 General Fund, Library, Fund, and Debt Service Budget, 2025-2029 Capital Improvement Plan (CIP) for Vertical and Transportation projects, and the Chamber of Commerce. Jarrod Stewart, Budget Manager, provided an overview of the budget process, how the budget is developed and dates for upcoming budget workshops and meetings. He reported to the Council the current trends and projects and highlighted budget pressures they are seeing. Mr. Stewart invited each Focus Area director to present an overview of their department's proposed budget for 2025 and each highlighted their budget requests. Mr. Stewart then shared the proposed 2025 General Budget, providing the expected revenues and expenditures for the coming year. He also shared revenue trends, the five year forecast and gave an update on the property tax rebate program. John Page, Financial Strategy and Procurement Manager, gave a presentation on the Debt Service Fund and the CIP. He explained the types of funding for projects and how each is determined. Tim McKee, Olathe Chamber of Commerce CEO, outlined the budget needs of the Chamber along with providing an update on the activities the Chamber is involved in.
