1. CALL TO ORDER
Chair Grisham called the meeting to order at 6:01 p.m.

Present: 5 - Chair Timothy Grisham, Commissioner Diana Fairbanks,
Commissioner Stacy Hicks, Commissioner Kathy Murray and
Commissioner Katherine Williams
Absent: 1 - Vice Chair Frederick Dobler

The agenda was approved.

19-0124 Approval of January 10, 2019 Arts Commission Minutes

The minutes were approved.
4. PUBLIC COMMENT - None
5. ANNOUNCEMENTS
Commissioners shared information about past and upcoming arts events. Chair Grisham
noted Commissioner Yoke resigned from the Arts Commission effective immediately.
She noted she appreciated the opportunity to serve and commended the hard work of
Commissioners.
6. BUSINESS ITEMS
19-0125 Meet and Greet with Heritage Commission
Heritage Commissioner Rachel Newmann and Staff Liaison Marygrace Goddu
expressed interest in working with the Arts Commission to strengthen ArCH in our

community. Commissioner Newmann noted that an interest of the Heritage Commission
is to identify current elements that will create a sense of place for future generations in
addition to celebrating our shared history (a natural ArCH crossover). Ms. Johnson
shared a presentation identifying ArCH recommendations being addressed by staff and
the Arts Commission in the coming year. She also noted how the Arts Commission items
are presented in their 2019 work plan and invited the Heritage Commission to do the
same, if they choose to. Chair Grisham underscored the Arts Commission's interest in
working together to support ArCH.
The discussion was completed.
18-1178 Recommendation of 2019 Work Plan and Municipal Art Plan

Staff and Commissioners identified a few last minute edits.
Commissioner Hicks moved, seconded by Commissioner Fairbanks, to
forward a recommendation to the General Government Committee for
approval of the Work Plan and Municipal Art Plan as amended. The motion
passed unanimously.
19-0126 Recommendation of Arts Commission candidates for interview
Chair Grisham led a discussion on Commissioner response to the application packets.
He invited former Chair Hicks and Vice-Chair Dobler for a follow-up meeting to finalize a
list of five candidates to recommend to General Government for interview.
Chair Grisham, Vice-Chair Dobler and Commissioner Hicks will take
Commissioner input and finalize a list of five candidates for interview, to be
submitted to General Government by March 1.

1.1 Municipal Art Plan to City Council - See Business Items
1.2 Apply for Creative District Designation - No report
1.3 Commission Retreat/Work Session - No report
1.4 ArCH - Staff have a work plan now based on ArCH recommendations.
1.5 Proposal for Arts Organizations Granting Program - Contracts have been sent out.
1.6 Support the Creative Sector - No report

2.1 Arts Walk 56 & 57 - Ms. Johnson shared images of the spring and fall Arts Walk
covers.
2.2 Music Out Loud - No report
2.3 Public Art Assessment - April
2.4 Arts & Heritage Day at the Capitol - Chair Grisham, Commissioner Hicks and Ms.
Johnson shared observations of their day at the Legislature. The all found value in their
participation.
2.5 Traffic Box Mural Wrap Public Art Project - Images available for vote via Facebook.
2.6 Percival Plinth Project - Ms. Johnson shared that, due to the snow storm and building
closure, the jury and Commission recommendation has been bumped to March.
2.7 Poet Laureate - First workshop February 16.
2.8 Implementation of Temporary Display of Art at City Hall & Programming -
Commissioner Fairbanks and Ms. Johnson toured the available spaces to determine
artwork locations. Ms. Johnson noted the exhibition will be on the Arts Walk map and
shared that she will be asking for volunteers to greet visitors at the March meeting.
2.9 Olympia Art Crossings - Contract in process
2.10 Public Art Retrospective - Moving forward.
The report was received.
