CALL TO ORDER Chair Grisham called the meeting to order at 6:00 p.m. 1.A ROLL CALL Present: 5 - Chair Timothy Grisham, Vice Chair Frederick Dobler, Commissioner Stacy Hicks, Commissioner Kathy Murray and Commissioner Katherine Williams Absent: 1 - Commissioner Diana Fairbanks OTHERS PRESENT Olympia Arts and Heritage Alliance (Oly AHA) members Doyle Fanning, Kris Tucker, and Shanna Stevenson Angel Nava, Arts Program Specialist 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 19-0216 Approval of February 14, 2019 Arts Commission Minutes Commissioner Hicks noted the Chair and Vice-Chair titles were incorrect in the Roll Call. The minutes were approved with corrections as noted. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS Commissioners shared information about past and upcoming arts events. Chair Grisham announced the General Government Committee interviewed 5 applicants for the open Arts Commission seats, and their recommendation will go to City Council on March 26. 6. BUSINESS ITEMS City of Olympia Page 1 Arts Commission Meeting Minutes March 14, 2019 19-0217 Meet and Greet with Olympia Arts and Heritage Alliance Mr. Fanning kicked off the Oly AHA presentation, noting the Wing Luke Museum in Seattle was a close model for the community-based programming they envision in this community. Commissioners engaged in conversation with Oly AHA representatives about what they felt an arts and history museum might look like. The discussion was completed. 19-0218 Recommended Designs for 10 New Olympia Public Art Traffic Boxes Ms. Nava shared the top ten images that received the most votes from the public, as well as four Honorable Mentions, that also received many votes. Commissioner Williams moved, seconded by Commissioner Murray, to forward the recommendation to approve 10 designs, as determined by public vote, for the Traffic Box Public Art Project to City Council for consideration. The motion carried by unanimous vote. 19-0130 Percival Plinth Project Sculpture Recommendation 2019 Ms. Nava shared the recommendation of the jury of 16 sculptures and no alternates. Commissioner Dobler moved to forward the recommendation to Council, seconded by Commissioner Williams. Vice Chair Dobler moved, seconded by Commissioner Williams, to recommend approval of 16 sculptures for City Council consideration. The motion carried by unanimous vote. 7. REPORTS 19-0210 Policy & Program Recommendation Reports 1.1 Municipal Art Plan to City Council - No report 1.2 Apply for Creative District Designation - Staff attended ArtsWA Creative Districts Workshop on March 4. 1.3 Commission Retreat/Work Session - No report. 1.4 ArCH - No report. 1.5 Proposal for Arts Organizations Granting Program - Most contracts completed. 1.6 Support the Creative Sector - No report. The report was received. 19-0211 Arts Program Support Reports 2.1 Arts Walk 56 & 57 - Ms. Nava shared spring poster and fall images. 2.2 Music Out Loud - No report. 2.3 Public Art Assessment - No report. City of Olympia Page 2 Arts Commission Meeting Minutes March 14, 2019 2.4 Arts & Heritage Day at the Capitol - No report. 2.5 Traffic Box Mural Wrap Public Art Project - See Business Items. 2.6 Percival Plinth Project - See Business Items. 2.7 Poet Laureate - Ms. Johnson noted past and upcoming poetry events and she and Vice Chair Dobler shared their experience at the February 16 community poetry workshop. 2.8 Implementation of Temporary Display of Art at City Hall & Programming - Picture railings going up, contracts complete. We need Commissioner docents for Arts Walk shifts. 2.9 Olympia Art Crossings - Contract complete, site overview and public meeting scheduled for March 21. 2.10 Public Art Retrospective - Artwork delivered to WA Center March 11, opening April 6.
