Arts Program Specialist Angel Nava was also in attendance, along with visitor Abe
Singer.

Jim Burlingame, Commissioner Kathryn Dorgan, Commissioner Rose
Emerson, Commissioner Stacy Hicks, Commissioner Kathy Murray
and Commissioner Katherine Williams
Absent: 1 - Commissioner Kevin McManus
2. APPROVAL OF AGENDA
Commissioner Hicks moved to approve the agenda, seconded by Commissioner
Dorgan.
The agenda was approved.

20-0210 Approval of February 13, 2020 Arts Commission Minutes

Commissioner Dorgan moved to approve the minutes, seconded by Commissioner
Emerson.
The minutes were approved.

20-0373 Review and approval of Eastside St. Art Crossing Public Art
candidate short-list

Ms. Johnson provided context and shared images of artwork as submitted by the
finalists. Commissioner Hicks also shared her observations as a member of the jury.
Commissioners noted a strong diverse group of applicants. Vice Chair Dobler moved to
approve the jury recommendation, seconded by Commissioner Burlingame.
Commissioners unanimously approved the recommendation of the three
short listed candidates for interview by the jury committee.
20-0375 Review of Work Plans in Response to COVID-19

2020 Municipal Art Plan
Commissioners reviewed the 2020 Work Plan and assigned a COVID response Tier to
each item as requested by the General Government Committee. Staff and Chair Grisham
will work out the final details, as well as a letter to accompany the revised Work Plan for
the General Government Committee meeting on June 10. Vice Chair Dobler moved to
approve the revised Work Plan and forward to General Government Committee,
seconded by Commissioner Hicks.
Commissioners unanimously approved the revised changes to the 2020 Work
Plan, as requested by the General Government Committee.
7. REPORTS
20-0211 Policy and Program Recommendations to City Council
Ms. Johnson noted that she would arrange for a Zoom meeting of the Artist in Residence
Committee before the next Commission meeting.

Ms.Johnson noted that the restrictions on gatherings due to COVID-19 have had a
tremendous effect on the performing arts. She reminded Commissioners that most of the
Grants to Arts & Culture Organizations (GACO)for 2020 had gone to performance-based
projects. She noted that ArtsWA has allowed their grant recipients to direct their funding
toward operations, should their project need to be canceled. Commissioners agreed to
have Ms. Johnson determine if the same consideration could be made in the case of
Olympia's GACO.

20-0213 ArCH Support
Ms. Johnson shared that the City, through ArCH has partnered with the Olympia
Downtown Alliance for "Artist on Board," by which murals are painted on boarded
downtown windows and "Positive Notes" which works with musicians to create and
distribute short videos through social media and WhyIGoDowntown.com
