CALL TO ORDER Chair Burlingame called the meeting to order at 6:01 p.m. 1.A ROLL CALL Present: 6 - Commissioner Frederick Dobler, Chair Jim Burlingame, Commissioner Rose Clifthorne, Vice Chair Kathryn Dorgan, Commissioner Joe Batt and Commissioner Shameka Gagnier Absent: 2 - Commissioner Kathy Murray and Commissioner Jace Hoag 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 22-0025 Approval of December 9, 2021 Arts Commission Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS Commissioners commented on past and upcoming art events. 6. BUSINESS ITEMS 22-0033 Capital Facilities Plan Update City Engineer Fran Eide provided a primer on the Capital Facilities Plan (CFP) and construction website. She shared upcoming projects anticipated to meet the threshold for 1% for Art, which are projects that exceed $500,000 in construction costs that are visible and usable by the public. These include Fones Road, Elliott Avenue Sidewalk, Boulevard Road Sidewalk, Mottman Road and State Avenue Safety Improvements. City of Olympia Page 1 Arts Commission Meeting Minutes January 13, 2022 The information was provided. 22-0032 Review of 2022 Arts Walk Cover Sketches Arts Program Specialist Angel Nava shared preliminary concept plan ideas submitted by Rene Westbrook and Katherine Ransom for the spring and fall Arts Walk events, respectively. Ms. Westbrook's theme addresses the concept of the female icon throughout history, sharing " I am tentatively working on the ideas of mother earth and the natural world of her alchemical changes in mythology. I hope to delineate some of these images through this work." Ms. Ransom's theme addresses the concept of what lies beneath, noting "There is so much more than what we see on the surface, in all things-- situations, the environment, people. I think that seeing beyond the obvious, sensing a deeper meaning, recognizing emerging patterns, and intuiting the bigger picture brings people closer together and binds us more closely to the planet we share. " Commissioners appreciated the direction of the concepts, and shared no concerns. In response to a question about how the images would be used in digital and print media, Ms. Nava indicated the event is still very much responsive to COVID, and because the situation is still so changeable, the focus would be on the digital media. The information was provided. 22-0040 Review of Traffic Box Image Proposals Ms. Nava shared 58 images submitted for the 2022 traffic box competition. She noted this was an increase from 2020, when 23 applications were considered. Commissioners reviewed the images and identified three images for staff to follow up on. Commissioner Dobler moved, seconded by Commissioner Batt, to forward all submitted images for vote, with staff addressing requests on three submissions for photo release, change in composition, and content review. The motion was passed. 22-0029 Recommendation of Martin Way/Pacific Avenue Art Crossing Call for Art Chair Burlingame moved, seconded by Commissioner Batt, to forward the Call for Art to the General Government Committee. The motion passed. 22-0030 Discussion of 2022 Arts Commission Work Plan and Municipal Art Plan Commissioners reviewed the most recent changes and edits to the 2022 Work Plan and Municipal Art Plan. The final documents will be presented at the February meeting for recommendation to the General Government Committee. The discussion was completed. 7. REPORTS City of Olympia Page 2 Arts Commission Meeting Minutes January 13, 2022 22-0026 Committee Report Commissioner Dorgan shared edits to the Artist in Residence flyer that she and Commissioner Murray worked to refine. Commissioners made further edits for staff to incorporate. The report was received. 22-0027 Staff Report Ms. Johnson provided update on upcoming events with Poet Laureate Ashly McBunch, also noting that McBunch recently provided a poem at City Council, as part of their scope of work. Ms. Johnson noted the Olympia Downtown Alliance will be taking on the community engagement component of the Creative District, and will be providing an update to Commissioners later in the year. She said nine applications were received for the two open seats on the Arts Commission; Commissioners will review applications and provide recommendation to the General Government Committee at the February meeting.
