1. CALL TO ORDER
Chair Burlingame called the meeting to order at 6:01 p.m.

The agenda was approved.
3. APPROVAL OF MINUTES
3.A 22-0125 Approval of January 13, 2022 Arts Commission Meeting Minutes
The minutes were approved.
4. PUBLIC COMMENT - None
5. ANNOUNCEMENTS
Commissioners shared information about past and upcoming arts events.
6. BUSINESS ITEMS
6.A 22-0139 Get to Know Volunteers in Paint
Volunteers in Paint started in 2014 as a response to hate crimes and downtown blight.
Co-founder Anna Schlecht provided an overview of projects since then and shared a
vision for the future, including linking mural locations to potential festival or gathering
sites. Inviting participation from Commissioners, Schlecht identified areas of challenge
regarding downtown murals such as insurance for artists, fair fees, and a lack of

representation among artists of color. She also noted the mural inventory on the City
website is a challenge to maintain and expand information housed there. Commissioners
and staff expressed appreciation for the program and identified ways in which the
upcoming Work Plan is already poised to support some of those efforts.
The discussion was completed.
6.B 22-0126 Recommendation of 2022 Arts Commission Work Plan and Municipal Art
Plan
Commissioner Dobler moved, seconded by Commissioner Gagnier, to forward
the 2022 Arts Commission Work Plan and Municipal Art Plan to the
Community Livability and Public Safety Committee with a recommendation for
approval. The motion passed.
6.C 22-0128 Review of Grants to Arts and Culture Organizations Process
Commissioners reviewed proposed changes to the grants screening form presented by
Commissioner Murray and staff. Commissioners provided feedback and asked staff to
send a test of the form to Commissioners following revisions.
The discussion was completed.
6.D 22-0127 Arts Commission Candidate Screening and Recommendation
Commissioners shared their top ranked candidates to the Arts Commission in order.
Together, Commissioners determined the applicant list.
Commissioner Gagnier moved, seconded by Commissioner Dobler, to
recommend applicants 1, 3, 4, 2 and 6 for the Arts Commission to the
Community Livability and Public Safety Committee review, in that order. The
motion passed.
7. REPORTS
7.A 22-0130 Committee Report
Ms. Johnson reported a Call for Graphics for the joint PBIA/Arts Commission Art
Adventure project would soon be released and said final revisions had been received for
the Artist in Residence flyer.
The report was received.
7.B 22-0132 Staff Report
Ms. Johnson reported there were thirteen participants in the Poet Laureate's Poetry in
Everyday Life Workshop, and it was well received. She noted the upcoming Armory
Housewarming is scheduled for March 19 from 1-4 p.m., and shared a project video clip.
She indicated Harlequin Productions was unable to accept the GACO grant as approved
due to the cost of additional insurance coverage requested by the City. Commissioners

asked staff to check if it were possible to provide the funds to the other grant recipient
who was awarded less than their request.
The report was received.
