CALL TO ORDER Chair Burlingame called the meeting to order at 6:03 p.m. 1.A ROLL CALL Present: 7 - Chair Jim Burlingame, Commissioner Joe Batt, Commissioner Rose Clifthorne, Commissioner Frederick Dobler, Commissioner Shameka Gagnier, Commissioner Jace Hoag and Commissioner Kathy Murray Absent: 1 - Vice Chair Kathryn Dorgan 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 22-0218 Approval of February 10, 2022 Arts Commission Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS Commissioners shared information about past and upcoming arts events. 6. BUSINESS ITEMS 22-0229 Get to Know Olympia Lamplighters Olympia Lamplighters were not in attendance, and staff will work to reschedule. The information was postponed. 22-0221 Percival Plinth Project Recommendation City of Olympia Page 1 Arts Commission Meeting Minutes March 10, 2022 Arts Program Specialist Angel Nava shared the recommendation of the jury, who met on Thursday, February 24, 2022 to review 34 sculptures. The jury was comprised of Arts Commissioner Shameka Gagnier, Percival Plinth Project 2021 People’s Choice Award Winner Aisha Harrison and artist and community member Jonah Barret. In addition to jury review, all submitted sculptures were reviewed by City staff for a visual structure assessment. Jurors reviewed the work based on a number of criteria including quality of work and attention to craft, safety requirements and community engagement. Commissioners reviewed the slate of 18 sculptures recommended for the 2022-2023 exhibition. Commissioner Dobler moved, seconded by Commissioner Clifthorne, to approve a recommendation for the exhibition of 18 sculptures and forward it to City Council for approval. The motion passed. 22-0222 Recommended Designs for 10 Traffic Box Wraps Ms. Nava shared the top 10 Traffic Box designs as determined by public vote. 1605 responses were collected on Engage Olympia during the February voting month Each respondent had 3 votes each among the 57 proposals. Upon approval from City Council, staff will begin the contracting process with the artists, followed by fabrication and installation. Works are slated for downtown to fill gaps and prioritize Franklin St and areas hit hardest by the pandemic. Commissioner Gagnier moved, seconded by Commissioner Batt, to recommend the top 10 Traffic Box Wrap designs to City Council for approval. The motion passed. 22-0223 Arts Month/Arts Walk Update Ms. Nava shared the Arts Walk poster with cover image by Rene Westbrook. She noted the Arts Walk registration deadline had been extended to March 11, and the City event permit process was beginning to start again now that COVID restrictions were opening up. The report was received. 7. REPORTS 22-0219 Committee Report Ms. Johnson noted she delivered flyers for the Artist in Residence Program to Plum Street Village, Pear Blossom Place, Rosie's Place, Drexel House and Interfaith Works. These were responsive flyers to determine community interest in art classes. She'll collect them on March 16. She indicated the deadline for the Call for Graphics for the PBIA Art Adventure Club had been extended to March 21. The report was received. 22-0220 Staff Report City of Olympia Page 2 Arts Commission Meeting Minutes March 10, 2022 Ms. Johnson reported the Call for Art Crossing #3 had been released, with a workshop March 16 and deadline March 29. She noted that due to the site specificity of the 2021 Percival Plinth winner, Woman with Graves at Her Back, artist Aisha Harrison was working with staff to find a waterfront location for the artwork to move to immediately following exhibition. Ms. Nava provided an Armory report to date, including information about the upcoming housewarming March 19. The report was received. 8. OTHER TOPICS - None 9.
