CALL TO ORDER Chair Burlingame called the meeting to order at 6:01 p.m. 1.A ROLL CALL Present: 8 - Chair Jim Burlingame, Commissioner Joe Batt, Commissioner Rose Clifthorne, Commissioner Shameka Gagnier, Commissioner Jace Hoag, Commissioner Kathy Murray, Commissioner Christie Tran and Commissioner Hathor Vergotis Absent: 1 - Vice Chair Kathryn Dorgan 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 22-0803 Approval of August 11, 2022 Arts Commission Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT Visitors in the room introduced themselves as friends and supporters of Emily Clouse from CARE, the evening's guest speaker. 5. ANNOUNCEMENTS Commissioners shared information about past and upcoming arts events. In addition, Ms. Johnson shared a list of expiring Arts Commission terms in advance of the annual recruitment: Commissioners Burlingame, Dorgan, Vergotis, Hoag and Murray have terms expiring in 2023. Commissioner Murray noted she will be completing her third term, and as such, will be termed out. Staff later determined that the rule is three full terms, and as Commissioner Murray began with a partial term, they have more time available. BUSINESS ITEMS 22-0806 Get to know CARE Collaborative Association for Reintegration & Education (CARE) President and Founder Emily Clouse provided an overview of the program. She introduced youth peer Lilly Dugger and her artwork, and discussed the role and impact of art during Lilly's three months with the program. Commissioners appreciated meeting with the CARE representatives and suggested ways to help connect them with City programs. The discussion was completed. 22-0805 Plinth Process Review for a Tied Vote for the People’s Choice Award Ms. Johnson noted City Council approval of two winning sculptures for the 2022 Percival Plinth Project, and shared a proposal for a process to follow should a future vote also result in a tie: 1) When voting results in a tie, there will be a one-week opportunity for a run-off vote between the top vote recipients. 2) The opportunity to vote in the run-off will be made to people who participated in the original vote. 3) If the run-off results in a tie, the Arts Commission will break the tie and make the final recommendation of one sculpture to the City Council. Commissioners discussed the proposal and asked clarifying questions such as when the one week run-off would happen. Ms. Johnson responded that the subsequent vote would happen immediately, and the item would not go to the Arts Commission until the results of the run-off. Commissioner Vergotis moved, seconded by Commissioner Gagnier, to approve the process for Plinth vote ties as proposed by staff. The motion passed unanimously. 22-0817 2023 Plinth Exhibition at City Hall Ms. Johnson noted the approval of two sculptures from the 2022 Plinth vote created some opportunities when the sculptures move to City Hall for a year following the exhibition in 2023. Commissioners determined not to begin the process early, but to explore the option of placing both sculptures at City Hall simultaneously, one indoors and one outdoors. Staff was directed to determine feasibility of placing one of the sculptures in the City Hall lobby for one year, beginning June 2023, and to return with update to a future Arts Commission meeting. The item was tabled to a future meeting. City of Olympia Page 2 Arts Commission Meeting Minutes September 8, 2022 22-0809 Approval of City Hall Call for Exhibition Commissioners reviewed and discussed the City Hall Call for Exhibition and recommended jurors. Commissioner Batt moved, seconded by Commissioner Vergotis, to approve the Call for Exhibition as reviewed and edited. The motion passed unanimously. 22-0807 Approval of Call for Grants to Arts and Culture Organizations Commissioners reviewed and discussed the Grants to Arts and Culture Organizations application and reviewed materials. Commissioner Vergotis moved, seconded by Commissioner Batt, to approve the Grants to Arts and Culture Organizations application materials as reviewed and edited. The motion passed unanimously. 22-0808 Plan for October Arts Commission Retreat Commissioners agreed to hold their October retreat in person at the Armory, from 4:00 - 8:00 p.m. on Thursday, October 13. They determined to discuss the Arts Commission mission statement, plan for the upcoming GACO application review, and review the Arts Commission Work Plan. Commissioners preferred having less topics in order to have time for greater discussion. The discussion was completed. 7. REPORTS 7.A COMMITTEE REPORT Ms. Johnson reported the Art as Agent of Social Change Committee met with City staff working on the Comprehensive Plan on August 22. Part of the group was able to re-cap the meeting and felt like it was a big project and one that required more information about how that process works. The other concept was to focus on the chapters of the Comprehensive Plan on community engagement and bring art into that process in some way. The group was also waiting to hear the response from all members of the Committee. In the interim, Commissioner Vergotis encouraged other Commissioners to visit the City's Comprehensive Plan webpage and sign up for notices. 7.B STAFF REPORT Ms. Johnson provided an update on the annual public art maintenance efforts. She also described the work taking place to allow for greater Armory use by the public, during the interim before building updates.
