CALL TO ORDER The meeting was called to order at 6:00 p.m. 1.A ROLL CALL Present: 7 - Chair Maria Ruth, Committee member Brent Barnes, Committee member Spence Cearns, Committee member Daniel Farber, Committee member Kyle Guzlas, Committee member Kim Murillo and Committee member Alexandrea Safiq Absent: 2 - Committee member Jamie Gerken and Committee member Tiffany Sandy 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 3.A 22-0816 Approval of August, 18, 2022 Parks and Recreation Advisory Committee Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT Bob Jacobs spoke about the importance of neighborhood parks and asked PRAC to make three recommendations: Have City Council ensure sufficient funding for neighborhood parks, encourage the use of eminent domain when appropriate to secure neighborhood park land, and ask Parks to develop a map of all neighborhood parks. 5. ANNOUNCEMENTS Parks and Planning Supervisor Laura Keehan made the following announcements: The Parks Stewardship Volunteer Appreciation Picnic venue has changed to Squaxin Park. Reminder that the Agripark Feasibility Study has a kickoff meeting tomorrow, September 16, at 1:30 p.m. on Zoom. PRAC members have been sent the link. Reminder about using email. BUSINESS ITEMS 6.A 22-0820 2023-2028 Capital Facilities Plan (CFP) Recommendation The Committee discussed at length the CFP recommendation and asked clarifying questions of staff. The recommendation was discussed and closed. 6.B 22-0830 Cooper Crest Conservation Easement Request Ms. Keehan presented a proposal from Olympia Coalition for Ecosystems Preservation for a conservation easement on a parcel adjacent park property. Committee member Farber moved, seconded by Committee member Murillo, to forward a recommendation to City Council for consideration to support a request for purchase of a conservation easement on a parcel adjacent to park property . The motion carried by the following vote: Aye: 7 - Chair Ruth, Committee member Barnes, Committee member Cearns, Committee member Farber, Committee member Guzlas, Committee member Murillo and Committee member Safiq Absent: 2 - Committee member Gerken and Committee member Sandy 6.C 22-0829 Yelm Highway Community Park Master Plan The Committee discussed at length the particulars of the master plan. The discussion was completed. 7. REPORTS Nothing to report this month. OMPD's next meeting will be October 5, Committee member Cearns will report back to PRAC at its next meeting. 8.
