CALL TO ORDER Chair Burlingame called the meeting to order at 6:02 p.m. 1.A ROLL CALL Present: 8 - Chair Jim Burlingame, Vice Chair Kathryn Dorgan, Commissioner Joe Batt, Commissioner Rose Clifthorne, Commissioner Jace Hoag, Commissioner Kathy Murray, Commissioner Christie Tran and Commissioner Hathor Vergotis 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 23-0145 Approval of January 12, 2023 Arts Commission Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS Commissioners shared information about past and upcoming art events. 6. BUSINESS ITEMS 23-0149 Percival Plinth Project Recommendation Ms. Nava shared the 16 sculptures recommended by jury for the 2023 Percival Plinth Project. She noted a few sculptures that staff and the jury had technical questions about, and that she would be conducting an engineering review with City staff the following week. Vice Chair Dorgan moved, seconded by Commissioner Vergotis, to forward City of Olympia Page 1 Arts Commission Meeting Minutes February 9, 2023 the 16 sculptures to City Council for consideration, pending engineering review. The motion passed unanimously. 23-0147 Approval of Martin Way & Pacific Avenue Art Crossing Public Art Final Design Martin Way and Pacific Avenue Art Crossing Project Artists Jenifer Corio and Dave Frei presented their final design, including more information about hardware, attachments and finishes. They noted once approved, they would send the drawings for engineering and once the permit is approved, begin fabrication. Commissioner Batt moved, seconded by Commissioner Murray, to approve the final design. The motion was unanimously approved. 23-0028 Review proposed Arts Commission Mission Statement Commissioner Tran proposed a new Mission Statement based on meetings with Commissioner Vergotis and staff. Following some wordsmithing, the final statement was read for motion: The Olympia Arts Commission advises City Council on the art experiences of diverse communities of this region, through programs and opportunities that pro-actively foster arts and cultural activity for every segment of the community. Commissioner Tran moved, seconded by Commissioner Batt, to approve the new Mission Statement for inclusion in the 2023-2024 Work Plan and Municipal Art Plan as edited. The motion passed unanimously. 23-0146 2023-2024 Arts Commission Work Plan and Municipal Art Plan Commissioner Hoag moved, seconded by Commissioner Vergotis, to forward the documents to the Community Livability and Public Safety Committee with the addition of the new Mission Statement for consideration. The motion passed unanimously. 7. REPORTS Ms. Johnson shared information about the removal of the sculpture Joie De Vivre by David Varnau, for repair to the pedestal. She also noted the Traffic Box Wrap Project was open for vote, with the substitution of one of the submissions as it was a photo taken from a viewpoint off limits to the public. She also shared the request for loan of sculpture from Thurston County for their new office building, and a community proposal for exhibition at City Hall. 8. OTHER TOPICS - None 9.
