1. CALL TO ORDER
The meeting was called to order at 6:00 p.m.

2. APPROVAL OF AGENDA
The agenda was approved.
3. APPROVAL OF MINUTES
3.A 23-0054 Approval of October, 20, 2022 Parks and Recreation Advisory
Committee Meeting Minutes
The minutes were approved.
4. PUBLIC COMMENT
The following people spoke: Karen Messmer and Bob Jacobs.
5. ANNOUNCEMENTS
1) PRAC stipend paperwork is due at the end of January, even if a member is opting
out.
2) Reminder for PRAC members to complete their Open Public Meeting training.
3) Staff reports will now include two new sections on climate and equity.

6. BUSINESS ITEMS
6.A 23-0068 RFA Impact to Parks Funding
City Manager Jay Burney, Finance Director Aaron BeMiller and Parks Director Paul
Simmons presented on the potential RFA impacts to Parks funding and potential
accounting mechanisms to address these impacts.
Committee member Farber moved, seconded by Committee member Murillo,
that PRAC will work with staff to create a resolution to forward to City
Council recommending that there should not be budget impacts to Parks if an
RFA is established. The motion carried by the following vote:

6.B 23-0064 Aquatic Center Briefing
Director Simmons, Recreation and Facilities Director Scott River and Deputy Police
Chief Sam Costello presented on the continuation of the Aquatic Center Feasibility Study
and the potential co-location of an aquatic center, community center, senior center and
satellite police station on the Olympia School District property at Harrison Ave and
Kaiser Road.
Committee member Gerken moved, seconded by Committee member Murillo,
to make the recommendation to City Council to continue the Aquatic Study
for the Harrison Ave and Kaiser Road property. The motion carried by the
following vote:

6.C 23-0056 Recommend one Parks and Recreation Advisory Committee (PRAC)
member to the Olympia Metropolitan Park District Advisory Board
Parks Planning and Maintenance Director Sylvana Niehuser presented on the OMPD
Advisory Committee Charter and the need to fill a vacant seat from PRAC.
Committee member Gerken volunteered to join the OMPD Advisory Committee.
Committee member Guzlas moved, seconded by Committee member Safiq, to
recommend Committee member Gerken join the Olympia Metropolitan Park
District Advisory Committee. The motion carried by the following vote:

6.D 23-0057 New PRAC Member Application Screening
The Committee recommended candidates E, F, H and K to Council for consideration to
join PRAC.
Committee member Safiq moved, seconded by Committee member Guzlas, to
forward four candidates to Council's Community Livability and Public Safety
(CLPS) Committee for interviews. The motion carried the following vote:

6.E 23-0058 Draft Work Plan Review & Elect Chair and Vice-chair
The Committee discussed the draft work plan and members requested the following
items be added: an update from Recreation, a progress report on the Sensory Garden
and an update from the Climate Program Manager. Staff will try to add these items.
Committee member Guzlas moved, seconded by Committee member Barnes,
to recommend the draft 2023-24 PRAC Work Plan with the requested
additions be forwarded to City Council for approval. The motion carried by
the following vote:

Committee member Safiq volunteered to serve as the PRAC Chair, and Committee
member Murillo volunteered to serve as PRAC Vice Chair.
Committee member Farber moved, seconded by Committee member Gerken,
to appoint Committee member Safiq as Chair and Committee member Murillo
as Vice Chair. The motion carried by the following vote:

8. QUESTIONS OF STAFF AND FUTURE AGENDA ITEMS
Committee member Gerken asked if masks could be made optional now that PRAC has
a hybrid option for public meetings.
Committee member Gerken moved, seconded by Committee member Murillo
to make masks optional at PRAC meetings. The motion carried by the
following vote:

member Guzlas, Committee member Murillo, Committee member
Safiq and Committee member Sandy
Abstained: 2 - Chair Ruth and Committee member Farber

4. PUBLIC COMMENT
During this portion of the meeting, community members may address the Advisory Committee or
Commission regarding items related to City business, including items on the Agenda. In order for the
Committee or Commission to maintain impartiality and the appearance of fairness in upcoming matters
and to comply with Public Disclosure Law for political campaigns, speakers will not be permitted to make
public comments before the Committee or Commission in these two areas: (1) on agenda items for
which the Committee or Commission either held a Public Hearing in the last 45 days, or will hold a Public
Hearing within 45 days, or (2) where the speaker promotes or opposes a candidate for public office or a
ballot measure.
REMOTE MEETING PUBLIC COMMENT INSTRUCTIONS:
Live public comment will be taken during the meeting but advance registration is required. The link to
register is at the top of the agenda. You will be given the choice to comment during the registration
process. After you complete the registration form, you will receive a link by email to log onto or call into
Zoom for use at the meeting date and time. If you plan on calling into the meeting, you will need to
provide your phone number at registration so you can be recognized during the meeting. Once connected
to the meeting you will be auto-muted. At the start of the public comment period, the Chair will call
participants by name to speak in the order they signed up. When it is your turn to speak, your
microphone will be unmuted.
