CALL TO ORDER Chair Burlingame called the meeting to order at 6:00 p.m. 1.A ROLL CALL Present: 6 - Chair Jim Burlingame, Vice Chair Kathryn Dorgan, Commissioner Joe Batt, Commissioner Coral Garey, Commissioner Jace Hoag and Commissioner Katherine Ransom Absent: 3 - Commissioner Rose Clifthorne, Commissioner Tracy Schreiber and Commissioner Christie Tran OTHERS PRESENT Cultural Access Program Manager Marygrace Goddu Director of Parks Planning and Maintenance Sylvana Niehuser 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 3.A 23-0768 Approval of August 10, 2023 Arts Commission Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS Commissioners shared information about past and upcoming art events. 6. BUSINESS ITEMS 6.A 23-0769 Update on Creative District and Inspire Olympia City of Olympia Page 1 Arts Commission Meeting Minutes September 14, 2023 Ms. Goddu provided an update to Commissioners on the Cultural Access/Inspire Olympia Program, sharing the timeline to begin the application process in January 2024. The Program will offer two types of service contracts and Field Trip reimbursement, with a strong equity and inclusion focus. Ms. Goddu also shared the Creative District Strategic Plan that was completed earlier this year by the Olympia Downtown Alliance, outlining goals and recommendations of the committee and their process for getting to those outcomes. The information was provided. 6.B 23-0770 Comprehensive Plan Update Ms. Niehuser outlined the 2045 process for updating the City's Comprehensive Plan and the goal to be prepared for 20,000 new residents by 2045. She also shared feedback from informal community surveys to date. The update is taking place chapter by chapter with the date for completion in 2025, and Ms. Niehuser will continue to keep the Commission informed. The information was provided. 6.C 23-0778 Review Grass Lake Nature Park Call for Art Commissioners reviewed the draft Grass Lake Nature Park Call for Art and made edits to the document, including the jury panel, and community involvement, endeavoring to work closely with a nearby school whose Citizen Science Institute students have a close relationship with the park. Commissioner Ransom volunteered to be on the jury panel. Commissioner Hoag moved, seconded by Commissioner Garey, to forward the draft Grass Lake Nature Park Call for Art for Parks staff and City Council review. The motion passed unanimously. 6.D 23-0779 Planning for October Arts Commission Retreat Commissioners discussed the asset mapping planned for the October retreat and entertained ideas for other topics. They came to general consensus that there was not enough material to warrant a full retreat and some concern about the return of COVID and meeting in person. Chair Burlingame and Vice-Chair Dorgan will make the call at their agenda setting meeting the first week of October. The discussion was completed. 7. REPORTS - None 8. OTHER TOPICS - None 9.
