ROLL CALL Present: 6 - Mayor Cheryl Selby, Councilmember Jessica Bateman, Councilmember Jim Cooper, Councilmember Clark Gilman, Councilmember Julie Hankins and Councilmember Jeannine Roe Excused: 1 - Mayor Pro Tem Nathaniel Jones 1.A ANNOUNCEMENTS Mayor Selby announced the Council met in Study Session at 5:30 p.m. to discuss options for Downtown public restrooms. 1.B APPROVAL OF AGENDA The agenda was approved. 2. SPECIAL RECOGNITION 2.A 16-0127 Special Recognition -- Resource Conservation Management Program - Year One Update Senior Program Specialist Danelle MacEwen updated the City Council on the first year of City participation in Puget Sound Energy's Resource Conservation Management program. Overall City electricity use was down 8.3% and natural gas use was down 2.7%. The Resource Conservation Management Program efforts resulted in $13,571 in grant funds received from Puget Sound Energy, a savings of $31,000 in utility costs, and 171 metric tons of greenhouse gas emissions avoided. The City will use the grant funds for additional energy conservation projects throughout City operations. The recognition was received. 3. COUNCIL RESPONSE TO PUBLIC COMMUNICATION (Optional) City of Olympia Page 1 City Council Meeting Minutes March 15, 2016 Councilmember Cooper discussed the Trans Pacific Partnership and will draft a resolution in opposition of the partnership to bring forward to a future Council meeting. Councilmembers thanked the members of the public who come to Council meetings to share their concerns. 4. CONSENT CALENDAR 4.A 16-0333 Approval of March 1, 2016 City Council Meeting Minutes The minutes were adopted. 4.B 16-0215 Approval of Interagency Agreement Between Department of Ecology and City of Olympia for Environmental Site Assessment Funding The contract was adopted. 4.C 16-0334 Approval of Interlocal Agreement Between the City and the Olympia Metropolitan Park District The contract was adopted. 4.D 16-0347 Approval of Agreement for Joint Legal Representation of the City of Olympia and the Olympia Metropolitan Park District The contract was adopted. 4.E 16-0360 Approval of Resolution Authorizing Extension of the Option to Purchase Real Estate Owned by D.R. Horton and Ratifying Extension of the Option to Purchase Real Estate Owned by Wonderland Holdings, LLC The resolution was adopted. 4. SECOND READINGS 4.F 16-0217 Approval of Ordinance Adopting the City of Olympia Comprehensive Emergency Management Plan The ordinance was adopted on second reading. 4.G 16-0262 Approval of Proposed Changes to OMC 5.02, 5.04 and 5.16 which relate to Business Licensing, B&O Tax and Adult Oriented Businesses The ordinance was adopted on second reading. Approval of the Consent Agenda Councilmember Hankins moved, seconded by Councilmember Roe, to adopt the Consent Calendar. OTHER BUSINESS 6.A 16-0351 Briefing on Mental Health Services in Thurston County Thurston County Public Health and Social Services Director Mark Freedman discussed the creation of a behavioral health organization, which will integrate primary care and behavioral health services in Thurston County. Mr. Freedman explained integrating care for co-occurring issues of mental illness and substance abuse will create better coordination and a cross trained workforce, resulting in better care for patients. He also discussed working with Providence as they move forward with their proposed community care facility. Mr. Freedman introduced new Department Director Tom Stuebner. Councilmembers asked clarifying questions and thanked both Mr. Freedman and Mr. Stuebner for their work. The information was received. 6.B 16-0273 Proposed 2016 Comprehensive Plan Amendments Senior Planner Joyce Phillips reviewed the proposed 2016 Comprehensive Plan Amendments. She discussed the screening criteria for amendments per City municipal code. Ms. Phillips noted the Council's role at this stage is to review the proposals, to determine which are appropriate and worthy of further review and consideration, and move them to the Planning Commission for review and public hearing. Ms. Phillips reviewed each application as follows: 1. Continuation of the Kaiser-Harrison opportunity area plan. 2. Revision of the Public Health, Arts, Parks and Recreation chapter to ensure it is consistent with the recently adopted Parks, Arts and Recreation Plan. Revision of the design review provisions in the Comprehensive Plan to periodically review, and amend if necessary, the design review procedures and standards. 4. A proposal by Randall Heath to redesignate a 2.2-acre parcel from Mixed Residential to Urban Corridor on the Future Land Use Map of the Comprehensive Plan and to rezone it from Mixed Residential to High Density Corridor 4 or Medical Service or Professional Office/Residential Multifamily. 5. A proposal by the Washington State Historical Society to consider a map amendment and rezone for the Lord Mansion 1.15 acre parcel to Professional Office/Residential Multifamily. Councilmembers asked clarifying questions and moved to approve consideration of proposals 1, 2, 3, and 5 and deny item 4. The decision was approved. 7. REPORTS AND REFERRALS 8.A COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Councilmembers reported on meetings and events attended. Councilmember Gilman discussed having a General Government listening session in the community on May 19, at Traditions Cafe. 8.B CITY MANAGER'S REPORT AND REFERRALS City Manager Steve Hall displayed photos of a high tide event that occurred on March 10 at 6:00 a.m. He thanked Public Works crews and emergency management staff who were prepared to address the flooding issues. 9.
