ROLL CALL Present: 6 - Mayor Cheryl Selby, Mayor Pro Tem Nathaniel Jones, Councilmember Jessica Bateman, Councilmember Clark Gilman, Councilmember Lisa Parshley and Councilmember Renata Rollins Excused: 1 - Councilmember Jim Cooper 2. BUSINESS ITEM 2.A 18-0542 Parks Planning and Capital Budget Update Parks, Arts and Recreation (OPARD) Director Paul Simmons shared where information regarding Parks planning is located on the City's website. Mr. Simmons described how the OPARD Performance Report is connected to the City's Action Plan and five priority areas. He shared data regarding OPARD related to planning & design, stewardship & maintenance, recreation programs, arts & events, and facility operations. Senior Engineer Kip Summers gave an overview of the Capital Asset Management Program (CAMP). He shared several of the projects that fall under CAMP including the Yauger Ballfield lighting replacement, Priest Point Park Rose Garden shelter replacement, and the Friendly Grove tennis court resurfacing. Program Manager Laura Keehan gave an overview of the OPARD planning and design work group's work. She discussed how their work takes the community's vision of parks and translates it through the planning process that includes land acquisition, master plans, CAMP and ADA and in turn uses that for project design and ultimately construction. Ms. Keehan discussed the timeline for the 2018 Parks Planning & Design and Engineering Work Plan. Councilmembers asked clarifying questions. Councilmember Bateman asked for Parks staff to prepare proposals to bring to the Finance Committee regarding subsidizing OPARD programs to expand access for low income residents.
