1. CALL TO ORDER
The meeting was called to order at 8:35 a.m.

Chair Villegas-Bremer was present by phone. Commissioner Callner acted as Chair
Designate.

2. APPROVAL OF MINUTES
2.A 14-1031 Approval of August 19, 2014 Civil Service Commission Meeting
Minutes
The minutes were approved.
3. BUSINESS ITEMS
3.A 14-1034 Approval of Entry Level Police Officer Register
Ms. Micheau reported 45 candidates were processed through Phase 1 testing and
interviews. Three candidates passed all tests and were placed on the Entry Level
Police Register. Commissioner Soule asked whether, once candidates reach the
register, there is any sense of what proportion of people end up staying available to
the City. Ms. Cleveland explained that most candidates don't pass the background
investigation.
Commissioner Soule moved, seconded by Chair Villegas Bremer, to approve
the register. The motion carried by the following vote:

3.B 14-1035 Approval of Entry Level Firefighter Register
Ms. Micheau reported the applicant list from Bates Technical College contained 202
names. Sixteen applicants were invited to Phase 1 testing, 12 of those candidates
participated in the Phase 1 suitability assessment, and 10 passed. Those 10
candidates were invited to oral interviews and 2 successfully passed.
Commissioner Soule moved, seconded by Chair Villegas Bremer, to approve
the register. The motion carried by the following vote:

3.C 14-1036 Extension of Promotional Fire Lieutenant Register
Ms. Cleveland reported the Civil Service Rules allow for promotional registers to be
extended for an additional year. Four candidates remain on the 2013 register, and
not many people would be newly eligible to test if another promotional exam was held
in 2014.
Commissioner Callner asked how it is possible to promote people into the position
next year. Mr. Wright responded that there are two issues; anticipated retirements,
and one of those on this list is currently a paramedic; and due to a shortage of
paramedics, the Fire Department has held off on promoting.
Chair Villegas Bremer moved, seconded by Commissioner Soule, to extend
the register. The motion carried by the following vote:

3.D 14-1037 Classification Specification Change to Line Medical Officer
Ms. Cleveland reported this change is mostly a title change from Line Medical Officer
to Paramedic Training Officer. The only other change noted is under "Experience /
Education", which states within 12 months of appointment approval from Medic One
to function as an OTEP evaluator. The Medical Services Officer pointed out that
people need 18 months to obtain that approval.
Chair Villegas-Bremer asked if this position includes training as well as other duties.
Mr. Wright responded that this classification's duties include being a regular
paramedic responding on the shift and having medical training responsibilities for the
shift.
Commissioner Soule asked if this could be reworded to allow for instances where
classes aren’t necessarily available within the 18 months.
Mr. Wright suggested “18 months after the first available Thurston County Medic One
Instructor Evaluator Class”. Commissioner Callner noted agreement with the
suggested language.

Chair Villegas Bremer moved, seconded by Commissioner Soule, to approve
the class specification. The motion carried by the following vote:

3.E 14-1038 OFD Paramedic Training Officer Testing
Ms. Cleveland reported the Paramedic Training Officer process being proposed is
very similar to the one used for other training positions.
The rules require an oral and a written, so in this case the process includes an oral
interview and a written assignment along with a presentation. The final score weights
are 40% for the oral interview and 60% for the written assignment/presentation.
Chair Villegas-Bremer asked who creates the questions and criteria for the test. Ms.
Cleveland indicated she works with the Fire Department to come up with questions
and criteria. Mr. Wright added that the questions will likely have something to do with
the Thurston County’s established OTEP (Ongoing Training and Evaluation Program),
EMT training process. It’s not solely being created inside Olympia Fire Department;
it’s leaning on a process already in place for training EMT’s throughout Thurston
County.
Commissioner Soule moved, seconded by Chair Villegas Bremer, to approve
the testing. The motion carried by the following vote:
