1. CALL TO ORDER
The meeting was called to order at 8:35 a.m.

Chair Linda Villegas-Bremer was present by phone.
Commissioner Callner acted as Chair Designate.
Present: 2 - Chair Linda Villegas Bremer, and Commissioner Reiko Callner
Excused: 1 - Commissioner Oscar Soule

2. APPROVAL OF MINUTES
2.A 15-0219 Approval of January 20, 2015 Civil Service Commission Meeting
Minutes
The minutes were approved as amended.
3. BUSINESS ITEMS
3.A 15-0220 Approval of Assistant Fire Chief Register
Ms. Micheau reported that two applicants applied for the position of Assistant Fire
Chief: Michael Buchanan and Doug Hewell. Both applicants passed all tests and
were placed on the register, scoring less than one point apart. The test was weighted
at 70% for the oral board and 30% for the resume and written assignment, with an
overall passing score of 70%.
Deputy Fire Chief Greg Wright added that Olympia Fire Department was very pleased
with how well both candidates did; the candidates scores were very close.

Commissioner Callner asked Chief Wright to elaborate. Deputy Chief Wright
responded that one is a battalion chief with very good people skills, and the other is
the training officer who has very good organizational/administrative skills. The
position is a combination of both.
Chair Villegas-Bremer added it’s exciting that we have two different perspectives, but
certainly a lot of knowledge of operations at the fire department.
Commissioner Callner asked if the Fire Department may lose one of the applicants if
they are not hired for the position. Deputy Chief Wright explained it is certainly a
concern. He further explained that no matter which candidate promotes, it creates a
domino effect through the organization, creating further testing processes.
The register was approved.
4. ADJOURNMENT
The meeting was adjourned at 8:43 a.m.
