CALL TO ORDER The meeting was called to order at 8:32 a.m. ROLL CALL Present: 3 - Commissioner Reiko Callner, Commissioner Oscar Soule, and Chair Linda Villegas Bremer STAFF PRESENT Amy Cleveland, Human Resources Tami Micheau, Human Resources 2. APPROVAL OF MINUTES 2.A 15-0867 Approval of July 21, 2015 Civil Service Commission Meeting Minutes The minutes were approved by the following vote: Aye: 2 - Commissioner Soule and Chair Villegas Bremer Abstained: 1 - Commissioner Callner 3. BUSINESS ITEMS 3.A 15-0866 Approval of Entry Level Police Officer Register Ms. Micheau reported 27 candidates were invited to the Phase 1 testing, 13 candidates participated in the phase 1 testing, and seven passed. Those seven candidates were invited to oral interviews, and five successfully passed the oral interviews. Interviews were held on August 26, 2015 and the interview panel consisted of Olympia Police Officer Cori Schumacher, Lacey Police Detective Miguel Stansbury and Community Youth Services Coordinator Rhonda Ayers. Five candidates are on the register for approval with final ranking scores between 78.72%-94.13%. Commissioner Callner moved, seconded by Commissioner Soule, to approve the register. The motion carried by the following vote: City of Olympia Page 1 Civil Service Commission Meeting Minutes September 15, 2015 Aye: 3 - Commissioner Callner, Commissioner Soule and Chair Villegas Bremer 15-1093 Added at the meeting-Minority and Veteran Recruitment Commissioner Callner noted there is a lot of community activity and concern having to do with the Olympia Police Department regarding two issues: minority and veteran recruitment. She acknowledged it is challenging to recruit minorities and perceives the City is trying to recruit and interest people of color to the department. She added another community concern, in the context of the officer-involved shooting, is that a police officer who is a veteran and saw combat duty may have post-traumatic stress disorder. She stated she is aware Olympia Police Department (OPD) employs screening processes to guard against people who are unstable in so far as testing can do that. Commissioner Soule said he is comfortable with the efforts in recruiting, but not the outcome. Chair Villegas-Bremer indicated she feels it’s important to reflect on how few incidents such as the one that occurred in May have happened in OPD. She also noted the Commission can be more involved, as far as input, in how the recruitment process is conducted, but she is confident in the track record of the police department, the processes, and the psychological reviews. Ms. Cleveland said the Commission's staff view themselves as partners with the police department to meet the Commission’s goals. She noted staff is comfortable with methods employed in testing processes and psychological screening. Chair Villegas-Bremer noted she would like to know the current diversity demographic of the police department, including city population. She asked that Commission staff and OPD bring this information to a Civil Service Commission meeting in the near future along with information on what the City and the police department are doing to continue to improve the recruitment process, and what other jurisdictions are doing. She suggested a presentation of the testing and psychological processes might be beneficial as well. The discussion was completed. 4.
