CALL TO ORDER The meeting was called to order at 8:35 a.m. 1.A ROLL CALL Present: 2 - Chair Linda Villegas Bremer and Commissioner Reiko Callner Excused: 1 - Commissioner Oscar Soule OTHERS PRESENT Olympia Fire Chief Greg Wright Olympia Assistant Fire Chief Mike Buchanan Olympia Police Sergeant Dan Duncan HR Senior Analyst Carl Watts 2. APPROVAL OF AGENDA The agenda was approved. 3. PUBLIC COMMENT - NONE 4. ANNOUNCEMENTS Commissioner Callner thanked the police department for their work keeping participants and attendees at the Procession of the Species safe. 5. BUSINESS ITEMS 5.A 19-0479 Approval of April 16th, 2019 Civil Service Commission Meeting Minutes The minutes were approved. 5.B 19-0370 Approval of Lateral Police Officer Register Five candidates were invited to the phase 1 suitability assessment. Four participated in the phase 1 suitability assessment, and two passed. Two candidates were invited to oral interviews, one participated and successfully passed the oral interviews. Two were White/Caucasian, One was African American/Black, and two were Hispanic. The interview panel consisted of OPD Officer Sean O’Brien, OPD Sergeant Paul Evers, and Nicole Potebnya - a local attorney for Tephra Law Firm. Two candidates passed the phase 1 suitability assessment and the oral interview and have been placed on the register in accordance with scores ranging 89-74.5. Sergeant Duncan provided a bit of background information about the candidates to the Commissioners. Commissioner Callner moved, seconded by Chair Villegas Bremer, to approve the certification of the Lateral Police Officer Register effective May 21, 2019. The motion carried by the following vote: Aye: 2 - Chair Villegas Bremer and Commissioner Callner Excused: 1 - Commissioner Soule 5.C 19-0480 Approval of Entry Level Police Officer Register Fifty-three candidates were invited to the phase 1 suitability assessment. Twenty-one participated in the phase 1 suitability assessment, and eight passed. Eight candidates were invited to oral interviews, six participated and four successfully passed the oral interviews. One candidate was female and Fifty-two were male. Thirty-five were White/Caucasian, two were Asian/Pacific Islander, five were Hispanic/Latino, four were African American, and seven were two or more races. The interview panel consisted of OPD Officer Sean O’Brien, OPD Sergeant Paul Evers, and Nicole Potebnya - a local attorney for Tephra Law Firm. Four Candidates passed the phase 1 suitability assessment and the oral interview and have been placed on the register in accordance with scores ranging from 89.59 - 78.19. Commission Callner moved, seconded by Chair Villegas Bremer, to approve the certification of the Entry Level Police Officer Register effective May 21, 2019. The motion carried by the following vote: Aye: 2 - Chair Villegas Bremer and Commissioner Callner Excused: 1 - Commissioner Soule 6. REPORTS Mr. Buchanan announced Olympia Firefighter Julian Dizon was selected to go through paramedic school. The department has developed an internal process to address paramedic vacancies.
