1. CALL TO ORDER
Vice Chair Harkness called the meeting to order at 6:41 p.m.

Present: 5 - Vice Chair Dwayne Harkness, Commissioner Mary Coacher,
Commissioner Benjamin Helle, Commissioner Garner Miller, and
Commissioner Nicholas Vann
Excused: 4 - Chair Holly Davies, Commissioner Luke Howard, Commissioner
Patricia McLain, and Commissioner Rachel Newmann
Absent: 1 - Commissioner Mark Rentfrow
2. APPROVAL OF AGENDA
The agenda was approved with a change to move the report of Planning
Commissioner Bardin during Announcements.
3. APPROVAL OF MINUTES
3.A 14-0927 Approval of August 27, 2014 Olympia Heritage Commission Meeting
Minutes
The minutes were approved as amended.
4. PUBLIC COMMENT - None
5. ANNOUNCEMENTS
Planning Commission Update:
Commissioner Bardin discussed questions posed to her by Heritage Commissioners
regarding marijuana regulations. She gave a report on the Planning Commission
public hearing meeting about wireless facility code amendments and the Commission
discussion regarding the Capital Facilities Plan.
Ms. Sadlier passed a signup sheet for the Open Government Meeting online video
training. She asked for a volunteer to help consult on the new downtown mural and
Commissioner Helle volunteered.

Commissioner Helle announced an exhibit opening at the Legislative Building on
November 11, 2014. The Office of the Secretary of State will sponsor the exhibit
"Washington 1889: Blaze, Rails & the Year of Statehood". He announced Archives
Month October 2014, the 125th anniversary of Washington reaching statehood which
highlights the documents, artifacts and photographs that have documented
Washington’s history and legacy.
Commissioner Vann announced a Greening of Capitol Way project event at The
Olympia Center on Monday, September 29, 2014 from 6:30 to 8:30 p.m.
6. BUSINESS ITEMS
6.A 14-0928 Update on Survey of Olympia’s Mid-Century Residential Architecture
Ms. Sadlier discussed the upcoming mid-century residential architecture survey of 400
residential properties built in Olympia between 1945 and 1965. She announced the
hiring of a consultant who will hold a kick-off meeting in Olympia to help publicize the
project and engage with the public. She outlined the discussions over the area which
borders Tumwater and whether to include some Tumwater properties in the survey for
completeness regardless of boundary . She recommended Commissioners attend the
kick-off meeting to be held on October 9, 2014 to meet the consultant and engage
with the public on the survey.
The report was received.
6.B 14-0929 Update on Proposed Draft Ordinance Change on Olympia Historic
Inventory Properties
Ms. Sadlier discussed the decision of the Olympia Heritage Commission to
recommend the removal of OMC 18.12.100B: Demolition of Property on the Historic
Inventory from the Olympia Municipal Code. She discussed the two codes which
would be impacted by this decision, Olympia Municipal Code (OMC) 18.02.180
Definitions and OMC 18.12 Historic Preservation. She announced that the public
hearing on this recommendation would be held at the October 6, 2014 Planning
Commission meeting.
Discussion:
- Getting validation from neighborhoods regarding the importance of historic registry
and values pertaining to preservation.
- Defining the role of the survey and Inventory placement protocol.
- Other issues with some code references to nonexistent or deleted code references.
The discussion was completed.
6.C 14-0934 Determining Whether to Reschedule the November 26, 2014 Heritage

Commission Meeting
Ms. Sadlier discussed the regularly scheduled meeting of the Heritage Commission
falling on the day before Thanksgiving. She recommended moving the meeting to the
following Wednesday on December 3, 2014 and all Commissioners were in
agreement.
The discussion was completed.

7.D Maintenance Committee
Ms. Sadlier reported she has submitted a proposal for a Thurston County Heritage
grant.
7.E Outreach Committee
There was discussion about the Outreach Committee taking responsibility for
updating the second floor wall at City Hall which exhibits historic images of Olympia's
heritage places. This would be a good time to replace old pictures and reflect
unknown stories in conjunction with the new exhibit by the Secretary of State.
7.F Policy & Ordinance Committee - None
7.G Staff Update
Ms. Sadlier discussed a code violation by the Department of Fish and Wildlife at the
Georgia-Pacific Building.
