CALL TO ORDER Chair Davies called the meeting to order at 6:00 p.m. 1.A ROLL CALL Present: 9 - Chair Holly Davies, Commissioner Jessica Bieber, Commissioner Audrey Henley, Commissioner Kenneth House, Commissioner Garner Miller, Commissioner Andrea Pareigis, Commissioner Susan Rohrer, Commissioner Gary Stedman and Commissioner Sheila Swalling Excused: 1 - Commissioner Stephen Scott 1.B OTHERS PRESENT Community Planning and Development Staff: Preservation Officer Marygrace Goddu 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 3.A 21-0204 Approval of January 27, 2021 Heritage Commission Meeting Minutes Chair Davies asked that the minutes be amended to include notes from the Committee Reports. The minutes were amended to include: -Policy Ordinance and Guidance will be working on an amendment to preserve front property setbacks in historic districts; and -Commissioner Rohrer summarized activity of the Marketing and Outreach Committee and noted that the Olympia Arts and Heritage Alliance is working on downtown exhibits including "It's the Water" exhibit at the Old Firehall and that the County Historical Commissions quarterly journal is now available online. The minutes were approved as amended. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS City of Olympia Page 1 Heritage Commission Meeting Minutes February 24, 2021 Ms. Goddu announced advisory board/committee/commission recruitment was still open, but would close soon. Ms. Goddu announced DAHP will provide a free training March 4 regarding establishing historic districts. 6. BUSINESS ITEMS 6.A 21-0202 Update on Olympia East Side Art Crossing Parks Arts and Recreation Department Arts Program Manager Stephanie Johnson updated the commission on project progress and installation to be expected in August 2021. The discussion was completed. 6.B 21-0203 2021 Work Plan Review and Crosswalk to Committee Assignments Ms. Goddu reviewed the 2021 draft Work Plan and accompanying transmittal to the General Government Committee for final Commission approval, and reviewed changes from the 2020 Work Plan. Commissioner Swalling noted a desire for focus in 2021 on educating historic homeowners. Ideas for outreach were discussed including mailings, and workshops. Commissioner Swalling moved, seconded by Commissioner Pareigis, to approve the 2021 Work Plan and transmittal memorandum. The motion passed unanimously. 7. REPORTS 7.a Heritage Review Committee Commissioner Miller reported on Heritage Review Committee activity. 7.b Marketing & Outreach Committee Commissioners Rohrer and Henley will convene the Committee in March to work on Heritage Month and awards planning. 7.c Survey & Designation Committee Commissioner Bieber reported the Committee did not meet this month. Details were provided regarding highlights of a DAHP CLG Grant workshop by Kim Gant. 7.d Policy, Ordinance & Guidance Committee City of Olympia Page 2 Heritage Commission Meeting Minutes February 24, 2021 The Policy Ordinance and Guidance Committee will meet in March to discuss ordinance amendments for the historic district, front yard setbacks, and incentives for adaptive re-use. 7.e Staff Report Ms. Goddu reported on the Arts & Heritage Day meeting with members of the Olympia Arts and Heritage community and staff of the local legislative delegation. Updates to the City Comprehensive Plan are being considered. The State Capitol Committee will meet again on March 18 to consider construction plans at the State Capital Campus. 8.
