CALL TO ORDER The meeting was called to order at 6:02 p.m. 2. ROLL CALL Present: 8- Vice Chair Jim Nieland, Committee Member Barbara Benson, Committee Member Robert Dengel, Committee Member Joel Hansen, Committee Member Gerry Hodge, Committee Member Dave Hughes, Committee Member Noah C McCord, and Committee Member Brian Tomlinson Absent: 2- Chair Robert L (Rob) Ahlschwede, and Committee Member Jesse Dwyer 3. APPROVAL OF AGENDA The CFP/CAMMP presentation has been postponed. The agenda was approved. 4. PUBLIC COMMENT James Reddick, 723 Eastside St, encouraged PRAC to sell raffle tickets for the PARC Foundation. The funds will be shared between the four local jurisdictions. More information on the raffle is in the Mountain News. PARC is working with Tenino and Thurston County to finalize details for a Regional Park Board Meeting. 5. ANNOUNCEMENTS -PRAC welcomed new member Noah McCord. -On April 25 a neighborhood meeting will be held to talk about Ward Lake water quality. -A presentation on the Madison Scenic Trail improvements will be given to City Council on April 16. -Robert Dengel asked that a discussion on the work plan be added to next month's agenda. 6. BUSINESS ITEMS City of Olympia Page 1 Parks and Recreation Advisory Meeting Minutes April 11, 2013 Committee 6.A 13-0293 Approval of February 7, 2013 Parks and Recreation Advisory Committee Meeting Minutes The minutes were approved. 6.B 13-0304 Artesian Court Recommendation Director Linda Oestreich gave an update on the Artesian Court public process to date. Staff identified trends and gems from public comments and incorporated them into the revised draft concept plan. The identified priorities were two spigots, parking access, green space, interpretation (to tell the story of the water), dog watering station, public safety, cleanliness, management and enforcement without extra resources. Currently, the project has $100,000 and $50,000 will be proposed in 2014 Capital Facilities Plan. The project likely won't start until winter 2013. Ms. Oestreich also reviewed the operations and maintenance plan. Planning Manager Dave Okerlund reviewed the new concept plan and changes that were made from the first draft. The Committee heard from several members of the public who provided comments and recommended additional changes. PRAC discussed the changes to the draft concept plan as well as the maintenance and operation. PRAC made four recommendations: 1. Approve draft concept plan and direct OPARD to proceed with design and construction. 2. Recommend the Artesian Court be designated as a park and operated by OPARD pending additional funding. 3. Recommend adding $53,000 to the 2014 CFP for this project. 4. Recommend a phased approach to allow for the addition of "active" recreation, interpretive displays and reasonably accessible restrooms. PRAC believes this site would be a good place for a restroom. The Committee voted unanimously on Recommendations #1, #2, #4. Committee voted 7-1 on Recommendation #3, with Mr. Hodge voting nay. Mr. Neiland, Vice Chair, will draft and submit the recommendation letter to City Council. The report was received. 7. REPORTS Dog Park Update. Three of the potential sites identified for the new off-leash dog park have not materialized. Staff will meet with The Evergreen State College this month. The concern with the college site is that it is the same size as the Sunrise off-leash area. Another option is to look at opening several small dog parks at the same time. City of Olympia Page 2 Parks and Recreation Advisory Meeting Minutes April 11, 2013 Committee Meeting with City Manager and OPARD Director - Members chose July 10 at the Harbor House for the meeting with the City Manager and OPARD Director. Mr. Turlove will verify this date works with their calendars. 8. ADJOURNMENT The meeting adjourned at 8:18 p.m. Upcoming Next PRAC meeting will be held on May 2, 2013. City of Olympia Page 3
