CALL TO ORDER Chair Ruth called the meeting to order at 6:00 p.m. ROLL CALL Present: 5 - Chair Maria Ruth, Committee member Barbara Benson, Committee member Kyle Guzlas, Committee member Candace Jacobs and Committee member Rhonda Olnick Absent: 4 - Vice Chair Joshua Clark, Committee member Rhianna Hruska, Committee member Brock Milliern and Committee member Kim Murillo 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 3.A 18-0779 Approval of June 21, 2018 Parks and Recreation Advisory Committee Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT James Reddick, PARC Foundation, announced the Puddle Jump will be held on October 27. Karen Messmer, Jim Lazar, Bonnie Jacobs, Dan Einsten and Bob Jacobs spoke against the City's proposal to use the 1/2% Non-Voted Utility Tax, committed to park land acquistion, to help fund homelessness. 5. ANNOUNCEMENTS - Stewardship Volunteer Appreciation BBQ will be held on August 25 at Priest Point Park. - City recently purchased approximately 5 acres on Lilly Road for a neighborhood park. - A new playground is being installed at Margaret McKenny Park. Grand opening celebration will be held in late September. City of Olympia Page 1 Parks and Recreation Advisory Meeting Minutes August 16, 2018 Committee - The Priest Point Park Shelter #2 will be replaced this winter. - City Council and the Squaxin Island Tribal Council met the end of July to discuss the trail options for West Bay Park. Staff is working with consultants to answer questions raised at the meeting. 6. BUSINESS ITEMS 6.A 18-0757 Update on Sea Level Rise Planning in Olympia The City is working with LOTT Clean Water Alliance, Port of Olympia and AECOM Technical Services Inc. to develop a comprehensive Sea Level Rise Response Plan for Downtown Olympia. Public Works Engineering and Planning Supervisor Eric Christensen updated the Committee on the Sea Level Rise Adaptation Plan. The Plan will look at protection strategies, cost estimates and possible financing options for the areas of Heritage Park, Percival Landing and the Billy Frank Jr. Trail. The City will host a Shoreline Walking Tour on September 8 and a Community Workshop on September 19. The Plan will be adopted in January 2019. The report was received. 6.B 18-0768 Briefing on funding to address homelessness in Olympia Associate Director Jonathon Turlove briefed the Committee on a possible recommendation from the Finance Committee that would propose using 1/2% Non-voted Utility Tax (approximately $500,000 dedicated to park acquisition) to address the City's homeless response efforts for the next three years. The Finance Committee will meet later this month to make their recommendation. Councilmember Cooper explained that the City recently declared a homeless emergency. This emergency creates an exigent financial situation and allows the City to use the 1/2% Non-voted Utility Tax for non-park related expenses. The discussion was completed. 6.C 18-0778 2019-2024 Capital Facilities Plan & Capital Asset Management Plan (CAMP) Parks Planning and Design Manager Laura Keehan presented the Parks Chapter of the 2019 Preliminary Capital Facilities Plan. She highlighted projects proposed for funding in 2019. The Committee supported the Plan as written and Chair Ruth will write the recommendation letter.
