CALL TO ORDER The meeting was called to order at 6:00 p.m. ROLL CALL Present: 6 - Chair Maria Ruth, Vice Chair Joshua Clark, Committee member Kyle Guzlas, Committee member Rhianna Hruska, Committee member Kim Murillo and Committee member Rhonda Olnick Absent: 3 - Committee member Barbara Benson, Committee member Candace Jacobs and Committee member Brock Milliern 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 3.A 18-0883 Approval of August 16, 2018 Parks and Recreation Advisory Committee Meeting Minutes The minutes were approved with a minor edit to public comment. The minutes were approved as amended. 4. PUBLIC COMMENT James Reddick announced the Puddle Jump will be held on October 27. The PARC Foundation received $15,000 from the Nisqually Indian Tribe for recreation scholarships. 5. ANNOUNCEMENTS The City will solicit feedback for a new bike park at Kaiser Woods and the park will undergo an official naming process in late October. The Isthmus Park will undergo an official naming process in 2019. The City Council approved using the 1/2% Non-Voted Utility Tax dedicated to park land acquisition for homeless response for the next 3 years. City of Olympia Page 1 Parks and Recreation Advisory Meeting Minutes September 20, 2018 Committee The City will begin installing new lighting at Stevens Field Park Field #1 in November. The Woodruff Park sprayground is out for bid and will begin construction in early 2019. National Public Lands Day will be celebrated on September 29 with a work party at LBA Woods. 6. BUSINESS ITEMS 6.A 18-0884 Briefing on Karen Fraser Woodland Trail (KFWT) Phase III Feasibility Study Parks Project Engineer Jake Lund reported on the recently completed Phase III Feasibility Study. Mr. Lund gave an overview of the original master plan completed in 1998. The scope of this new study was to revisit the original alignment through Watershed Park, evaluate other possible alignment options and provide a current cost estimate for design and construction of this segment. No public input was taken at this stage as that will occur prior to final design. The report was received. 6.B 18-0885 Off-leash Dog Areas Site Selection Briefing Parks Planning & Design Manager Laura Keehan reported on the progress that has been made to assess the suitability of Olympia’s parks for future off-leash dog areas. Ms. Keehan presented 5 sites that meet the criteria. The sites were Evergreen Park, Ward Lake Parcel, newly acquired parcels south of the Karen Fraser Woodland Trail, parcel near Mclane Elementary and the Capital Vision Church green space. The Committee asked clarifying questions and provided feedback to pursue low cost development of as many sites as budget will allow. They favored Evergreen Park, Ward Lake and the Mclane parcel. The report was received. 7. REPORTS - None 8. QUESTIONS OF STAFF AND FUTURE AGENDA ITEMS Park evaluations will be presented at October's meeting. 9.
