1. CALL TO ORDER
Chair Mills called the meeting to order at 6:06 p.m. He welcomed all and asked for
introductions.
1.A ROLL CALL
Present: 10 - Chair Darren Mills, Vice Chair Ken Adney, Boardmember Mary
Corso, Boardmember Janis Dean, Boardmember Jo Gallaugher,
Boardmember Ruthann Goularte, Boardmember Bobbi Kerr,
Boardmember David Rauh, Boardmember Manuel Rincon, and
Boardmember Cheryl Selby
Excused: 3 - Boardmember Sarah Adams, Boardmember Sydney Hann, and
Boardmember Phil Rollins
2. APPROVAL OF AGENDA
Boardmember Selby moved, seconded by Vice Chair Adney, to approve the
agenda. The motion carried by the following vote:
Aye: 10 - Chair Mills, Vice Chair Adney, Boardmember Corso, Boardmember
Dean, Boardmember Gallaugher, Boardmember Goularte,

3.A 13-0872 Approval of 07/11/13 PBIA Advisory Committee Meeting Minutes
Boardmember Selby moved, seconded by Vice Chair Adney, to approve the
minutes. The motion carried by the following vote:

4. PUBLIC COMMENT - None
5. AMBASSADOR UPDATE
• Approved May 2012, feet on the street July 2012.
• Refining the product:
o Clean Team: Graffiti (every Saturday), recycling waste, power washer, soda
blaster, Green Machine
o Ambassadors: Customer service, responsiveness, visibility 2 of 2 9/12/13
• Program evolution: Data collection, regular reports, strategic work plans, uniforms,
staffing levels, service expansion.
• Where to go next: Increase visibility with more partnerships.
6. ANNOUNCEMENTS - None
7. BUSINESS ITEMS
7.A 13-0874 Downtown Neighborhood Association Update
• Nine board members currently, interim board (not elected by membership) Writing
bylaws.
• Looking into having a few business owners on the board in a specific ratio.
The report was received.
7.B 13-0875 ODA/PBIA Meeting Update
• Facilitated meeting between the two boards. On Monday, Darren Mills and Brian
Wilson will meet with ODA President Jerry Farmer.
• City is paying for the facilitated joint meeting. Cost is $3500.
• Hoping for a date before the end of the year.
The report was received.
8. COMMITTEE REPORTS
a. Partnerships - Mary Corso
o Discussed putting together a welcome packet and having the Downtown
Ambassadors deliver it to new businesses.
b. Clean & Safe - Brian Wilson
o September 20 at 9 am at City Hall council chambers is the first quarterly PBIA
Clean & Safe meeting. Target area: 300 and 400 block of 4th Avenue.
o Each quarter will be focused on a different area of downtown. Businesses and
residents in that part of town will be invited in to create an action plan.
c. Marketing - Darren Mills

o Phil Rollins came up with a great step-by-step tutorial for the website.
Discussed sending out by email and having Ambassadors follow up with a
card.
o $10,000 holiday support: $6500 to ODA directed towards media for Downtown
for the Holidays.
