Oroville Planning Commission Wednesday, November 5, 2014 Meeting called to order at 4:35 pm by Chairman Judy Dunston. Present: Commissioners Suzi Seger, Judy Dunston and Alternate Commissioners Arnie Marchand and Valorie Johnston. Absent: Luis Perez and Marc Egerton. One vacant position. Staff present: Chris Branch and Deanna Rowton. Approval of the minutes from the September 17th regular meeting, with corrections as follows: in the Comprehensive Plan map sentence, strike “has been recorded at” and replace with “needs to be adopted at the auditors’ office and recorded to be valid.” Motion by Suzi Seger to approve the minutes as corrected, second by Judy Dunston; motion carried. During the comment period / staff updates there was discussion regarding the Pastime closing, financial concerns at Veranda Beach, and issues regarding marijuana grows and sales. There was discussion about various zones on the Comprehensive Plan Map. It was pointed out that this is NOT the same as the “Zoning Map’ but rather a “plan” for future growth, etc. It was decided to go ahead with a public hearing for the Comp. Plan. Arnie brought up Right of Way sizes, specifically Ironwood and Main Street and asked that we consider proposing to council that we vacate portions on these two streets, down to 60’. This subject will be matter for discussion at the second meeting in January. In the meantime, be thinking about it. There was discussion regarding the Animal Ordinance that Oroville currently has in place. It was brought up due to recent complaints regarding roosters within city limits. Chris brought an example of another city’s ordinance for the keeping of animals to compare ours with. There was discussion, noting that Oroville’s keeping of dogs and cats seems pretty thorough, however other areas are lacking. It was recommended that we come up with a draft to propose to council. The meeting was adjourned at 6:00. Next meeting to be held Wednesday, November 19th, 2014 at 4:30 pm. 1
