Regular Council Meeting of November 18, 2014
Present were: Mayor Spieth, Councilmembers Koepke, Naillon, Neal and Hart.
Absent: Roley.
Meeting called to order at 7:00 pm by Mayor Spieth. Pledge of Allegiance given.
Copies of the November 4, 2014 council meeting minutes were read and approved.
Public Hearing on the 2015 Preliminary Budget; review of proposed budget. Denney
stated that the 2014 budget was 8,835,900; proposed 2015 budget is 7,830,281. No
public comments.
Old Oroville Border Patrol Station surplus update; Denney reported that the application
was submitted 11/18/14.
North End Reservoir Project update; Noel reported that the contractor cashed the pay
estimate #5 check on November 6th, letter was sent from the City Attorney on
November 7th regarding the contractor inquiry about the payment from the City and the
City has no new information.
Airport Improvement Project update; Denney reported that the engineers are working
on the close out documents to get the project completed.
Updates from Chris Branch:
Deep Bay Lagoon Easement; property owner is interested in getting the necessary
permitting to improve the access to the easement.
Okanogan Council of Governments; explanation given on the purpose for the
creation of the board.
North Central Washington Economic Development District (EDD); explained the
reorganization of the board.
Capital Facilities Plan update; explained the purpose of the CFP and Branch is
working on getting it updated. Branch hopes to have the update completed by the
end of December, but feels that the update could possibly take longer.
Shoreline Master Program update; Department of Ecology currently reviewing the
draft.
Paul Bouchard questioned what it would take to create an off-leash dog area at
Veteran’s Memorial Park. Mayor Spieth felt that OLVMP would not be the best place for
a dog park; discussed that a fence would be needed due to liability concerns. Further
discussion will be held during the next staff meeting for potential.
Chief Hill reported that the Chevy Impala is almost complete; waiting on hood graphics.
Denney reminded everyone of the budget workshop to be held Tuesday, November 25th
at 6:30 pm.
Mandatory Public Officials Training requirement; Branch will facilitate during the
scheduled December 9th budget workshop at 6:30 pm.
Motion by Neal and second by Naillon the vouchers #18165-18206, $53,498.58, be
paid, the November 15, 2014 payroll of $38,622.97, #18149-18164 be approved and
the September through November 2014 Emergency Aid Adjustments be approved and
the meeting be adjourned at 7:25 pm. Motion carried.
