Oroville Planning Commission
Wednesday, November 4, 2015
The meeting was called to order at 4:35 by Chairman Luis Perez.
Present: Commissioners: Luis Perez, Judy Dunston, Suzi Seger Alternate, Valorie Johnston; Absent:
Marc Egerton, Arnie Marchand
Staff present: Chris Branch and Deanna Rowton.
Approval of the minutes from the September 16th meeting. Motion by Judy Dunston, second by
Suzi Seger, motion carried.
Valorie Johnston mentioned that her term has expired (9/16/15) and is willing to be reappointed.
There was discussion about the possibility of switching Marc to an alternate and having Valorie take
his position, because of his frequent absences and she is willing to take on that position. Luis’s term
is up in January. He is willing to serve again.
There was a briefing from Chris on the “Public Open Meetings Act” regulations. Anytime there are
3 or more, constituting a quorum, there must be a notice posted informing the public of the meeting.
This posting is required to be 24 hours previous to scheduled meeting and the posting can be in the
paper, on the door, or on the City website. Luis suggested that the Commission have a page and
presence on Facebook because of the wide audience that views Facebook. Chris is going to check into
the possibility and if the Council approves it.
It was decided to have a complete training session for the “Public Open Meetings Act” at the next
meeting, provided there is full attendance. This will take approximately 30 minutes. Chris also
mentioned there is a “Planning Short Course” that he highly recommends any time there is an
opportunity to attend.
There was discussion on the Comprehensive Plan. Chris encouraged everyone to look over it again.
The “Housing” section was discussed and it was pointed out the current statistics listed are outdated.
Discussion included “Tiny” houses, Binding Site Plans, and RV Parks.
As there being no further business, the meeting was adjourned at 6:05 pm.
