Oroville Planning Commission
Wednesday, November 18, 2015
The meeting was called to order at 4:35 by Chairman Luis Perez.
Present: Commissioners: Luis Perez, Judy Dunston, Suzi Seger, Arnie Marchand, Alternate, Valorie
Johnston; Absent: Marc Egerton,
Staff present: Chris Branch and Deanna Rowton.
Approval of the minutes from the November 4th meeting. Motion by Judy Dunston, second by
Valorie Johnston, motion carried.
There was a 25 minute training video on the Open Public Meetings Act. Training is required every
four years. The video was followed by discussion of the OPMA.
Chris informed the commission members of training available on the internet and encouraged
everyone to take a look at the Department of Commerce web site for the Short Course on local
planning. This can be found at
http://www.commerce.wa.gov/Services/localgovernment/GrowthManagement/Short-Course-on-Local-
Planning.
Discussion then went to the Comprehensive Plan. The questions was asked if our current plan
had a Vision / Mission statement. The answer was “no”, however, Chris emphasized the importance
of one to use as a guideline for all decisions in the Comp. Plan. He also brought up the Land Use
element and that residential areas can be either high or low density and mixed areas can be
commercial or residential.
There was discussion about City expansion / annexation and the benefits or disadvantages to the
City and to the property owner(s). Chris said that when annexation is considered, the city first does
a Cost Benefit Analysis, with the result being that sometimes the cost outweighs the benefits.
During the Staff Update / Public Comment portion, several items were brought up:
*the Old Peerless should be close to opening in the Spring of 2016;
*Appleway Video is getting ready to close
*The Border Patrol Building in town has been purchased
*Boat lifts in the lake were discussed and question posed as to liablity if there is an accident, it
was clearly state that the liability belongs to the owner of the lift.
As there being no further business, the meeting was adjourned at 6:30 pm.
