Oroville Planning Commission Monday, November 20, 2017 The meeting was called to order at 4:31 by Chairman, Luis Perez. Commissioners Present: Luis Perez, Arnie Marchand, Suzie Seger, and Valorie Johnston Absent: Judy Dunston and alternate Marc Egerton Staff present: Deanna Rowton and Christian Johnson Suzie made a motion to approve the minutes for the October 16th meeting. It was seconded by Valorie and it passed. Arnie made a motion to keep officers the same for next year, which would be Luis as Chairman and Judy as Vice Chairman. It was seconded by Suzie and the motion passed. It was general consensus that if Marc Egerton (alternate) is not interested in attending meetings, that we should advertise for the alternate position. There was discussion regarding the amendment to Zoning Text to allow Accessory Dwelling Units. Christian went over the text and explained the various sections. We then reviewed the related SEPA checklist. Suzie motioned, and Valorie seconded, the Planning Commission initiate a zoning text amendment to include accessory dwelling units with an open record public hearing on the matter during the Commission’s December 18th meeting. The motion passed. Upon conclusion of the hearing, the Planning Commission will forward a recommendation to the City Council to consider the matter. The discussion then went to definitions for Land Use Designations. As continuation on the subject from previous months, Christian asked about what the objectives for the “border” categories are. What is it, specifically, that we want to see or not see in those zones? That question was then assigned as “homework”. Next month there should be suggestions as to what the objectives are in those areas. The meeting was adjourned at 5:35. The next meeting will be December 18th, 4:30 – 5:30, this meeting will include an Open Record public hearing on the Zoning Code Text Amendment to allow Accessory Dwelling Units. 1
