Finance Committee

PROCEEDINGS OF THE FINANCE COMMITTEE The Finance Committee of the Village of Oxford, Marquette County, Wisconsin met on Thursday, September 21, 2023 in the Council Room of the Oxford Village Hall, 129 S. Franklin Avenue. The meeting was called to order by President Meyer at 3:32 PM. The following Committee Members were present: Gary Sorensen, Loretta Drinkwater and Bart O’Brien. Also in attendance were Police Chief Mike Kowalski, Village Clerk Shannon McMullin, and Trustees Rozek and Zacharias. Motion made by Drinkwater/O’Brien to approve the agenda as printed. Motion carried. Committee Member Sorensen advised the 2024 COLA (cost of living adjustment) rates for public sector, non-union, and non-exempt employees in Wisconsin are not yet available. The figures are to be used for the proposed 2024 pay increases on the wage scale. He stated the rates should be available next week. President Meyer announced that, per the agenda, a closed session is proposed to discuss employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility per Wis. Stat. § 19.85 (1)(c). Motion made by Sorensen/Drinkwater to move to closed session pursuant to Wis. Stat. § 19.85 (1)(c) for the purpose of considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Motion carried on a roll call vote with all present voting aye. The closed session per Wis. Stat. § 19.85 (1)(c) began at 3:36 PM to conduct annual employee reviews. The Clerk was excused at 3:37 PM. Per the agenda, the Committee Meeting reconvened into open session at 5:38 PM. The Committee, Village Clerk, and Trustees Rozek and Zacharias were present. Motion made by O’Brien/Sorensen that the Committees be instructed to attempt to meet the goals of the pay-scale system with adjustments to be made by the Finance Committee, if necessary. Motion carried. The Committee discussed if there were any updates for the employee, emergency, safety, and bloodborne pathogen policy revision project. Motion made by Drinkwater/Sorensen to table the safety (including emergency) and bloodborne pathogen policy until further information is made available. Motion carried. The Committee was provided a copy of the Employee Policy Handbook to be discussed at the Finance Committee meeting to be scheduled in October.
