MEETING MINUTES BOARD OF REVIEW Thursday September 12, 2024 5:00 to 7:00 p.m. Village Hall Meeting Room 100 W. Taft St. Palmyra, WI. The meeting is being recorded. Call to Order: the meeting was called to order by Clerk Mueller: Roll call: Gorsegner, Mueller, Petruska, Troiola, Weiss- all present except Petruska-excused Business 1. Troiola/Gorsegner motion to appoint Kathy Weiss as chairperson. All ayes-motion carried. 2. Troiola/Mueller motion to appoint Tim Gorsegner as vice chairperson. 3. Confirmation of appropriate meeting notices. The Clerk stated that the meeting was posted on the website and at 3 locations within the Village. 4. Confirmation of mandatory training requirements. 4 of the board members have trained in 2024 and the Clerk as well. Mueller, Petruska, and Troiola. 5. Swearing in of the Assessor- Clerk swore in Assessor Justin Wiersma from Associated Appraisal. 6. Review of changes to the law for Board of Review. The Assessor said that Act 12 was the biggest law change that gets rid of Personal Property taxes, we will get state aid to replenish this revenue. The Airport hangars that are on the Town of Palmyra’s parcel were added to the real estate roll this year. The Town of Palmyra will have to bill the leasers of those hangars. $695,900 was the amount of personal property taxes on the roll last year. Hangars are over a million dollars of value alone, there are approx. 68 hangars. No other personal property was added back on to anyone’s real estate. Typically Cell towers, hangars, campgrounds are put back on the roll. 7. Receipt of the Assessment Roll by the Clerk from the Assessor. The Assessor presented the Village Clerk with the 2024 Roll. 8. The assessor stated that all Open Book Changes are included in the roll. 9. Review of the Roll- $1,091,500. Last yr. $102,554,400 and this year, $164,312,000. The average increase is 61%. Only approx. 23 residents came to Open book and some calls and some emails. The last revaluation was in 2016. The market has changed a lot. 10. No Objections at this time. The tape recorder was turned off. 11. At 7 pm the recorder was turned back on. Mueller/Troiola motion to adjourn at 7 pm. All ayes-motion carried.
