MEETING MINUTES Village of Palmyra Committee of the Whole And Plan Commission Meeting Monday November 18, 2024 6:00 pm Village Hall 100 W. Taft St. Palmyra, WI. Plan Comm. minutes in yellow were approved March 17, 2025 at a combined Village Board COW meeting and Plan Comm. without corrections The Committee of the Whole meeting was called to order at 6:00 pm by Trustee Gorsegner as Village President Kathy Weiss will be late. Roll call: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, present. Weiss-late arrived at 6:20 pm The Plan Commission meeting was called to order by Chairperson Gorsegner. Roll Call: Ball, Gorsegner, Holcomb, Sheppard. Scheffner-excused. Pledge of Allegiance Communications: the Christmas Parade is Dec. 7th, Local craft fairs at the High School and Methodist Church this Saturday. Department Reports: Building Inspection -Oct monthly report in packets Clerk / Treasurer-financial report on the agenda Library-Trustee Petruska will have the Directors report for the board at the next meeting. Parks & Recreation-Trustee Smith reported that there were 6 gun raffle winners. Public Safety – Scott Pavlock talked about ACT 73 that was passed in 2023 making changes to Chapter 125 of the State Statutes for alcohol & tobacco law changes. Operator’s license will be issued by local officials as well as the DOR, these people will need both licenses when working. Tobacco laws have changed too. Some THC products that are legal to sell can be dangerous if used incorrectly. Abandoned or unregistered and inoperable vehicles sitting outside at residences the PD can enforce our ordinance and we get complaints on these a lot. In Dec. the PD will be educating property owners about this and Jan 1st enforcement will start. Public Works- Scott Halbrucker reported that over 600 letters will be going out to residents for lead laterals that are “unknown”. We will have to dig up and prove what these unknown lines are made of. Otherwise they are just gearing up for winter. Christmas decorations are up. Public Hearing: Application for a Conditional use from the Town of Palmyra Airport Commission for a conditional use permit including parcels 171-0516-2222-000 and 171-0516- 2221-002. The applicant is seeking a conditional use permit to formalize existing airport uses and for future build out of hangars and taxilanes as shown on the Federal Aviation Administration (FAA) approved Airport Layout Plan (ALP) specifically for the purpose of future orderly development of aviation infrastructure on the airport property over the next five (5) years. These improvements will include the addition of 2 T-Hangars (approximately (160 x 50), 17 box hangars (approximately 40’ x 40’), addition of 3 taxilanes to serve the new hangars, and an expansion of the apron near the Palmyra Flying Club building. Public hearing was opened at 6:15 pm: Brad Vowell-Katter with MSA spoke via TEAMS. He reviewed the stormwater charge change as well. They get a 50% credit now. If the airport builds out any structure, there will be no need for another CUP but the s/w fees may need to be reviewed. Branden from Strand Engineering was present, he is working with the airport on this project. He stated that this plan has already been approved by the FAA and BOA. Any of this could happen in the next 5 yrs. Or so and the CUP would be renewable each year. The CUP would still hold but they would need to apply for building permits. If they would ever want to add additional buildings, then they would need to re-apply for an amended CUP. Alissa Simmons- 702 W. Main St.-asked if there are the current hangars that are occupied by people with aircraft or just used for storage. Al Borre says yes they have aircraft in them. The FAA says if the hangars are being used for air worthy or repaired or are in the process of being built, it meets their approval. Bill Holcomb asks if a permit will be needed, yes the building inspector will need to issue a permit. Gorsegner asked if per the MSA memo the Village is locked into only charging a fixed rate for their stormwater fees. Brad says no-we will be updating on an annual basis; his figures are just showing what the new rate will be in the near future. Public hearing is closed at 6:34 pm Committee Reports: Trustee Troiola said that he and Laurie are waiting for some information from Ehlers, the Tuesday meeting might be rescheduled. New Business: Plan Commission: 1. Holcomb/Ball motion to approve the minutes from Aug 28th and Sept. 4th 2024 with no corrections. All ayes-motion carried. 1. Entire Committee of the Whole AND Plan Commission: A. For the Plan Commission: Holcomb/Ball motion to recommend to the Village Board approval of the application for a Conditional use from the Town of Palmyra Airport Commission for a conditional use permit including parcels 171-0516-2222-000 and 171- 0516-2221-002. Gorsegner/Troiola motion to approve the Plan Commission’s recommendation for the Airport’s conditional use permit per MSA memo details. All ayes-motion carried. Plan Commission adjourned at 6:40 pm on a Ball/Holcomb motion. All ayes-motion carried. B. Update only on the Air Quality testing that was performed at the Public Safety Building. The report from Environmental Initiative of North America was given out to the Board. Scott P. said there was some type of bacteria found throughout the building. A remediation company will give a quote. The building can still be inhabited. The antique fire truck has a lot of mold on the underside of that vehicle. Scott is asking the board to get the truck removed immediately. Action for the remediation will be on the next board meeting agenda. Scott Halbrucker will see if the truck will fit in the old shop for the winter. This vehicle is owned equally by the town and the village. Frank Sauter-how about a storage unit for the truck. They have the names of 2 Structural engineering firms but haven’t gotten a quote yet. The Public Safety Committee will get a meeting together to discuss all of this further. C. Petruska/Troiola motion to approve the minutes from Nov. 4, 2024 Village Board meeting and Nov. 11, 2024 Budget & Finance Committee meeting as presented. All ayes-motion carried. D. Discussion/possible action regarding the update on the PFAS for treatment and financing options for the water system. Scott Halbrucker has met with MSA’s engineers and has information on this he put in the board packets. Weiss asked if we only treat one well what is the point of that if the other wells are bad. A pilot study is needed in order to apply for the loan. 6-9 months of the pilot study is needed. Petruska asks if MSA could do a TEAMS meeting and explain in further detail. She says there is so much information that she would prefer to do this instead of just making a quick decision on such a costly thing. Scott will set something up for Wednesday. E. Gorsegner/Petruska motion to approve an Operator’s License for Melissa Warren. All ayes- motion carried. F. Discussion/possible action on our ongoing projects as follows: *Emergency Management Plan and FEMA Training for Trustees – he sent a listing of classes to take. Let’s revisit this at the first meeting of Jan. 2025. Board members should take the 100 & 200 classes. 2. Administration and Planning Committee: Chairperson Gorsegner A. Petruska/Troiola motion to approve a Direct Seller’s permit application for Jacob Comstock of Advocate Construction to conduct door to door sales for storm restoration services. All ayes-motion carried. 3. Budget & Finance Committee: Chairperson Troiola. A. Troiola/Gorsegner motion to approve the payment of bills totaling $85,252.27 on the bill list with extras presented tonight to WE Energies, AFLAC, State of WI for email filtering, and Brightspeed. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-aye. Motion carried. B. Troiola/Petruska motion to approve Resolution 2024-09 for the borrowing of $175,000 for the repairs to the Hwy 59 dam, a new mower for Public Works, and repairs to the beach house roof for a 5 year term at 5.5% , with no prepayment penalties. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-aye. Motion carried. C. Discussion/possible action on increasing the Election Workers pay. The Clerk had comparisons from 5 other municipalities on what they pay and we are significantly lower. This is an important job that is stressful and requires a lot of training. Petruska/Smith motion to increase the Chief Inspector pay to $16/hr and other Election workers to $12/hr. all ayes- motion carried. D. Troiola/Ball motion to approve the September’s financial statement, cash account balances, and bank statement as presented by the Clerk. All ayes-motion carried. Frank Sauter Town Board Chairman wanted to say that that the joint road project on Blue Spring Lake drive has gotten a lot of compliments. And he wanted to thank the village for working with them on this. The Fire contract is coming up so he would like to meet and start working on this sometime in Jan. 4. The entire Committee of the Whole: A. Gorsegner/Troiola motion to convene into closed Session with staff at 7:33 pm, pursuant to §19.85(1)(e), Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Specifically, the contract for EMS Billing. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-aye. Motion carried. B. Gorsegner/Petruska motion to convene into open session at 7:52 pm for further discussion related to matters discussed in closed session.
