Meeting Minutes Village of Palmyra Committee of the Whole Meeting Monday May 19, 2025 6:00 pm Village Hall Board Room 100 W. Taft Street. Palmyra, WI. The meeting was called to order by Gorsegner at 6:00 p.m. Roll call: Ball, Wallace, Petruska, Smith, Deichl, Gorsegner-present, Tucker joined through TEAMS. Pledge of Allegiance Communications: Gorsegner talked about on June 7th the Historical Society is having a Pie Ice Cream Social from 10-2; June 7th the Village Electronic Waste Event from 8-noon; June 12 free herb garden & sip class; June 14 Blue Spring Lake Ski show; June 15 Father’s Day Fly In from 7 until the food runs out with the Community Band performing at the airport. Makers Market will start in June per Halbrucker and Music on Main will start the first Friday in June. Petruska said there will also be Memorial Day Events on May 26 starting at 9 Charles Duel Memorial Park, 9:30 at the cemetery then at 10 a parade on Main Street. Department Reports: Building Inspection – none Clerk / Treasurer-received the DNR Recycling Grant. Library-Petruska said the meeting was tonight and she’d have a report at the next Board Meeting. Parks & Recreation-Butler said baseball has started and T-ball and Coach pitch will be starting in June. She will send schedules to the Board Members and is hoping they attend some games. Soccer is just ending. Adult volleyball registration just started and will end in June. Public Safety-Gartzke said there were 10 Ems calls in the Village with 6 Fire calls and 2 combination calls. The Town had 2 Ems calls and 4 Fire calls. Pavlock had nothing to report. Public Works-Halbrucker said he sent out 13 sidewalk letters. The sewer truck broke down again. Petruska asked how old it was. Halbrucker said we bought it used in 2019. It was 20 years old then and we have only had it for 5 years. A new truck would cost $650,000. Committee and Plan Commission updates plan commission-Gorsegner said the next Plan Commission will be on Wednesday. Building Permits: None. New Business: Gorsegner asked if there were any objections to moving Recreation Departments agenda item 3C to the top so she can leave due to her schedule. No objections were made. Bulter said at the Committee meeting they decide to buy pickle ball equipment and rent it out. We will advertise on the sign but will have no leagues as of now. She does have adult basketball and is in the process of signing up for sand volleyball. At the beach, we were not going to have lifeguard only beach house attendants to clean the bathrooms and serve nicer food including pizza oven. It would be “swim at your own risk” with signs stating so. Halbrucker says we need new signs, and the new roof is on and looks great. There would be no charge to enter the beach. Pavlock would like to see the beach address posted. Bulter is proposing to reschedule the Party in the Park due to the weather and not having fireworks or a laser show and it being on a holiday weekend. She is looking in August. Possible doing a pork butts smoke off, band, food truck and sell adult beverages. We could also do a bags tournament, and the gun raffle winner pull on that day. Tucker asked if the Beautification group was still helping. Bulter said they would help and support the event, and Alyssa was getting back to me on dates. Wallace told Butler that we need to know sooner rather than later, not like this time so we’re not scrambling at the last minute. 1. A. Motion by Smith/Wallace to approve Resolution 2025-03 declaring official intent to reimburse expenditures for the PFA’s treatment facility. Petruska asked if we were still applying for 50% reimbursement. Halbrucker said we need to pass this resolution to reimburse expenses. All aye – motion carried. B. Motion by Wallace/Smith to approve the Village Board Meeting minutes from May 5, 2025, with a correction for Petruska changing John Lucht Library Board term through April 30, 2028. All aye-motion carried. C. Gorsegner said that Weiss agree to the ZBA position. Motion by Ball/Smith to approve Kathy Weiss to the Zoning Board of Appeals. All ayes-motion carried. D. Gorsegner asked if anyone had any ideas to let him know for the vacancy for the Plan Commission. No one had any ideas at the meeting. 2. Budget & Finance Committee: Chairperson Wallace A. Wallace presented the bill list of $116,772.91 with extra bills for soccer ref, palmyra rec gear, Dept. of Administration, Brightspeed, Dynamic Awards, Giles Engineering, United Liquid Waste, and Aflac. Motion by Ball, seconded by Wallace to approve the bills as presented with the extras. Roll call vote: Ball, Tucker, Wallace, Petruska, Deichl, Smith, Gorsegner-aye. Motion carried. B. Pavlock presented the new Fire/Ems dept. patches. Motion by Petruska/Ball to approve new patched. All ayes-motion carried. 3. Administration & Planning: Chairperson Deichl A. Motion Petruska/Smith to approve a temporary Alcohol Beverage license for Thomas Holcomb American Legion Post 304 for the 4th of July at the Village Park. All ayes-motion carried. B. Motion by Petruska/Wallace to approve a special event permit for the American Legion Memorial Day parade May 26, 2025. Petruska said the traffic is handled by DPW and PD. PD will follow up with DPW. All ayes-motion carried. C. Discussion/possible action on a lease agreement with Blane Poulson to lease a portion of the properties owned on Marsh Road and Hwy H for crops. Poulson did not show up, so this item was tabled. C. Unfinished items: Public Safety Building update. Pavlock was going to email the committees the 3 options and 2 other budgetary issues. They set up a Budget Finance/Public Safety Committee for June 4 at 5:00 p.m. at Public Safety Building Employee Reviews. Tucker said we have a meeting on May 29 at 5 p.m. Pavlock asked what are we reviewed on? I don’t want to be evaluated without knowing the criteria. It has not been established. What am I being held responsible. Pavlock said Public Safety has to follow a strict set of guidelines. Those expectations are vague. Smith said there should be goals each year. Petruska said last winter we came up with the criteria. If it needs to be changed, we need to relook at the process and get it done before budget time. Pavlock has issues with the forms specific criteria. Gorsegner said we need to define goals for the year and then see if they are getting done, before we look at budget. Tucker said we can figure it out at the next Personal Committee meeting. Gorsegner said that negotiations with the PD union will be happening. 3. C. Blane Poulson showed up at 7:20. Blane wondered how fast the Village was getting to our new development? Gorsegner said probably not this year. In the future, Poulson said he was not reseeding. We should do the contract a little differently next year. It should be per cutting. He said $30/acre per cutting. We will determine what the acreage is available then. Petruska/Smith motion to go with the lease as presented and will have future negotiations. All ayes-motion carried. Motion by Petruska/Smith to adjourn at 7:26 p.m. All ayes-Motion carried.
