MEETING MINUTES Village of Palmyra PLAN COMMISSION Wednesday November 19, 2025 Village Clerk’s Office – 6:00 p.m. 100 W. Taft St. The meeting was called to order by Chairperson Gorsegner. Roll call: Gorsegner, Ball, Dooley, Scheffner – present. Holcomb-excused. Also present: Scott Halbrucker Roll Call Approval of Minutes: Dooley/Scheffner motion to approve the minutes from October 15, 2025 as presented. All ayes-motion carried. Public Hearing: Application from Verizon Wireless proposes a non-substantial modification and upgrades to their existing Class 2 Collocation antennae facilities atop the Village of Palmyra Water Tower at 955 Eighth St., Palmyra, WI. 53156 pursuant to Wisconsin Assembly Bill 40, Act 20, Section 1269i, 66.0404- 66.0406. closed no one 6:01 New Business: 1. Discussion/possible action on an application from Verizon Wireless proposes a non-substantial modification and upgrades to their existing Class 2 Collocation antennae facilities atop the Village of Palmyra Water Tower at 955 Eighth St., Palmyra, WI. 53156 pursuant to Wisconsin Assembly Bill 40, Act 20, Section 1269i, 66.0404- 66.0406. Scott Halbrucker said that there are 9 antennas which they are removing and replacing with 9 new ones with new technology. State requires a handrail, so Verizon went back to the drawing board, structural engineering to meet structural capacity. MSA memo dated Nov. 13th is to approve with the engineering changes that Verizon made. Wind load had been a concern too. Verizon had to scale back to smaller equipment. Halbrucker said that otherwise the Village would have to reinforce the tower. This will be inspected afterward by Dixon Engineering. Scheffner/Ball motion to approve the conditional use for upgrades to the Verizon antennae per the MSA memo. All ayes- motion carried. 2. Scheffner/Ball motion to approve the amended Plan of Operations for V’s Bourbon Tasting Center, LLC at 162 E. Main St. changing the hours of operation to 6 am- 2 am. All ayes-motion carried.
