The meeting was called to order at 6:00pm by Chairperson Shellee Lubus.
Roll call: Lubus, Stefanczyk, Bealhen, Dooley, Simmons - Present
Guests – Director Scott Pavlock, Jeff Roemer of McMahon & Assoc.
Motion by Dooley – second by Simmons to approve minutes from Feb. 20, 2024
Business: Discuss Police and Fire Department personnel issues and candidates.
Motion by Stefanczyk – second by Bealhen to enter closed session.
Roll call - All Ayes, motion carried.
Closed Session Business: Discuss the resignation of Assistant Fire Chief and how
to move forward filling that role as well as others. Interviewed a candidate for
the position of Interim Fire Chief.
Motion by Bealhen - second by Stefanczyk to reconvene to open session.
Roll call – All Ayes, motion carried.
Outcome of business conducted in closed session: The commission approves and
advances Mike Gartzke for the position of Interim Fire Chief to the Village Board
for appointment.
Motion by Dooley - second by Simmons to Adjourn.
Roll call - All Ayes – motion carried.

Approval of Minutes: Feb 20, 2024
1. You are hereby notified that the Police & Fire Commission of the Village of Palmyra will meet
on April 3, 2024 at the Village Hall meeting room, 100 W. Taft St. at 6:00 p.m. At said time and
place the Commission will convene into closed session.
2. After the meeting has been properly convened, the Chairperson will announce to all those
present the purpose of the meeting and the fact that the Commission intends to convene in closed
session for the above-delineated purposes. Upon motion duly made and seconded and acted upon by
the majority of the members present as required under §19.85(1)(a), Stats., the closed session will
take place.
3. PLEASE TAKE NOTICE that the Police & Fire Commission of the Village of Palmyra may
convene, upon passage of the proper motion, into Closed Session with staff, pursuant to
§19.85(1)(c) Considering employment, promotion, compensation or performance evaluation data of
any public employee over which the governmental body has jurisdiction or exercises responsibility.
Specifically updates on the Public Safety Department personnel matters.
4. The Commission will then reconvene into Open Session for purposes of potential additional
discussion and/or action on matters discussed in closed session and adjournment.
5. Discussion/approval of recommendation for an interim Fire Chief.
6. Discussion/approval on Fire/EMS coverage updates
7. Staffing updates
