6:00 P.M.
The meeting was called to order at 6:00pm by Commission member Dooley.
Roll call: Lubus & Stefanczyk – Absent Bealhen, Dooley, Simmons - Present
Guests – Director Scott Pavlock, Fire Chief Gartzke.
Motion by Bealhen – second by Simmons to approve minutes from April 3, 2024
Roll call – Bealhen-aye, Dooley-aye, Simmons-aye, motion carried.
Business: Discuss Police and Fire Department personnel issues and candidates.
Motion by Dooley second by Simmons to convene into closed session at 6:05PM
with staff, pursuant to §19.85(1)(c) Considering employment, promotion,
compensation or performance evaluation data of any public employee over which
the governmental body has jurisdiction or exercises responsibility. Specifically
updates on Public Safety Department personnel matters.
Roll call – Bealhen-aye, Dooley-aye, Simmons-aye, motion carried.
Motion by Bealhen - second by Dooley to reconvene to open session at 7:20 PM
Roll call – Bealhen-aye, Dooley-aye, Simmons-aye, motion carried.
Outcome of business conducted in closed session: The commission approves and
advances the following candidates to the Village Board for hire and/or
advancement.
Samantha Meier – Appointment to full-time Firefighter/EMT. Promotion to
EMS Coordinator.
Kyle Durham – Promotion to Part-time Firefighter Lieutenant.
Daniel Ace – Appointment to Part-time Firefighter/EMT
Dylan Callas – Appointment to Full-time Firefighter/EMT
Kevin Jezak - Appointment to Full-time Firefighter/EMT
Danial Schiller – Appointment to Full-time Firefighter/EMT
Motion by Bealhen - second by Simmons to Adjourn meeting at 7:30 PM
Roll call - All Ayes – motion carried.

Approval of Minutes: April 3, 2024
1. You are hereby notified that the Police & Fire Commission of the Village of Palmyra will meet
on June 19, 2024 at the Palmyra Public Safety meeting room, 126 N. First St. at 6:00 p.m. At
said time and place the Commission will convene into closed session.
2. After the meeting has been properly convened, the Chairperson will announce to all those
present the purpose of the meeting and the fact that the Commission intends to convene in closed
session for the above-delineated purposes. Upon motion duly made and seconded and acted upon by
the majority of the members present as required under §19.85(1)(a), Stats., the closed session will
take place.
3. PLEASE TAKE NOTICE that the Police & Fire Commission of the Village of Palmyra may
convene, upon passage of the proper motion, into Closed Session with staff, pursuant to
§19.85(1)(c) Considering employment, promotion, compensation or performance evaluation data of
any public employee over which the governmental body has jurisdiction or exercises responsibility.
Specifically, recommendations on the hiring of 2 Part Time and 3 Full time Firefighter/EMT
applicants, 1 Part Time/Paid on Call Firefighter promotion to Firefighter Lieutenant, 1 Full Time
Firefighter/EMT for conditional appointment to Firefighter and promotion to EMS Coordinator and
updates on pending applicants to Firefighter/EMT and ongoing hiring process.
4. The Commission will then reconvene into Open Session for purposes of potential additional
discussion and/or action on matters discussed in closed session and adjournment.
