Palmyra Police & Fire Commission Minutes
Thursday, August 7th, 2025
Palmyra Village Hall
6:00 P.M.
The meeting was called to order at 6:10 pm by Chairperson Lubus .
Roll call: Stefanczyk, Bealhen, Simmons, Lubus, Dooley – All Present
Guests – The Palmyra Village Board
Motion by Dooley – second by Lubus to approve the minutes from 07/24/2025
Roll call – Bealhen, Stefanczyk, Dooley, Lubus & Simmons all ayes, motion carried.
Business: Discuss Police and Fire Department personnel issues and candidates.
Motion by Bealhen - second by Simmons to convene into closed session at 6:15PM with staff,
pursuant to §19.85(1)(c) Considering employment, promotion, compensation or performance
evaluation data of any public employee over which the governmental body has jurisdiction or
exercises responsibility. Specifically updates on Public Safety Department personnel matters.
Roll call – Bealhen, Stefanczyk, Lubus, Dooley & Simmons all ayes, motion carried.
Motion by Bealhen - second by Lubus to reconvene to open session at 8:16 PM
Roll call – Bealhen, Stefanczyk, Lubus, Dooley & Simmons all ayes, motion carried.
Outcome of business conducted in closed session:
Motion by Bealhen – second by Simmons that the PFC advances Paul Blount to the Village
Board for the position of Interim Police Chief until the following items are completed:
- PFC approval of a full background check conducted by the Jefferson County Sheriff’s
Dept.
- Successful completion of Police Organization & Administration class at WCTC starting
December 11, 2025. Course #504-102-002
- Attend the “New Police Chief & Sheriffs Training Conference” held by the WI Dept. of
Justice the week of Jan 12th thru 16th 2026.
- Successful completion of the SPSC course at the Northwestern Center for Public Safety,
either online or in person, by the end of 2026.
If the Interim Chief is unable to complete these items within the timeline outlined here,
alternative plans must be presented to the PFC for approval.
Roll call – Bealhen, Stefanczyk, Lubus, Dooley & Simmons all ayes, motion carried.
Motion by Dooley- second by Simmons to Adjourn meeting at 8:20 PM
Vote - All Ayes – motion carried.

1. You are hereby notified that the Police & Fire Commission and Village Board of the Village of
Palmyra will meet on August 7, 2025, at the Palmyra Village Hall meeting room, 100 W. Taft
St. at 6:00 p.m. At said time and place the Commission will convene into closed session.
2. After the meeting has been properly convened, the Chairperson and Village President will
announce to all those present the purpose of the meeting and the fact that the Commission and
Village Board intend to convene in closed session for the above-delineated purposes. Upon motion
duly made and seconded and acted upon by the majority of the members present as required under
§19.85(1)(a), Stats., the closed session will take place.
3. PLEASE TAKE NOTICE that the Police & Fire Commission and the Village Board of the
Village of Palmyra may convene, upon passage of the proper motion, into Closed Session with staff,
pursuant to §19.85(1)(c) Considering employment, promotion, compensation or performance
evaluation data of any public employee over which the governmental body has jurisdiction or
exercises responsibility. Specifically, the Police Chief’s position.
4. The Commission and Village Board will then reconvene into Open Session for purposes of
potential additional discussion and/or action on matters discussed in closed session and
adjournment.
