Palmyra Police & Fire Commission Minutes
Thursday, December 4th, 2025
Palmyra Village Hall
6:00 P.M.
The meeting was called to order at 6:04pm by Commission member Dooley.
Roll call: Stefanczyk, Bealhen, Simmons, Dooley – All Present
Guests – Fire Chief Gartzke and Safety Director Blount
Motion by Bealhen – second by Simmons to approve the minutes from 08/07/2025
Roll call – Bealhen, Stefanczyk, Dooley & Simmons all ayes, motion carried.
Business: Discuss Police and Fire Department personnel issues and candidates.
Motion by Dooley – second by Simmons to appoint Ken Dooley to be Police & Fire Commission
Chairperson. All Ayes, motion carried
Motion by Dooley - second by Stefanczyk to convene into closed session at 6:15PM with staff,
pursuant to §19.85(1)(c) Considering employment, promotion, compensation or performance
evaluation data of any public employee over which the governmental body has jurisdiction or
exercises responsibility. Specifically updates on Public Safety Department personnel matters.
Roll call – Bealhen, Stefanczyk, Dooley & Simmons all ayes, motion carried.
Motion by Bealhen - second by Simmons to reconvene to open session at 7:38 PM
Roll call – Bealhen, Stefanczyk, Dooley & Simmons all ayes, motion carried.
Outcome of business conducted in closed session:
Motion by Dooley – second by Bealhen that the PFC advances the following candidates to the
Village Board for hire:
- Art Rydzik for part-time Firefighter & EMT
- Travis Schultz for part-time Firefighter & EMT
- Joe (Josiah) Pierce for part-time Police Officer
Roll call – Bealhen, Stefanczyk, Dooley & Simmons all ayes, motion carried.
Motion by Bealhen - second by Simmons to Adjourn meeting at 7:40 PM
Vote - All Ayes – motion carried.

1. Discussion/possible action on the appointment of a chairperson.
Approval of Minutes: August 7, 2025
2. You are hereby notified that the Police & Fire Commission of the Village of Palmyra will
meet on Dec. 4, 2025, at the Palmyra Village Hall meeting room, 100 W. Taft St. at 6:00
p.m. At said time and place the Commission will convene into closed session.
3. After the meeting has been properly convened, the Chairperson will announce to all those
present the purpose of the meeting and the fact that the Commission intends to convene in
closed session for the above-delineated purposes. Upon motion duly made and seconded and
acted upon by the majority of the members present as required under §19.85(1)(a), Stats.,
the closed session will take place.
4. PLEASE TAKE NOTICE that the Police & Fire Commission of the Village of Palmyra
may convene, upon passage of the proper motion, into Closed Session with staff, pursuant to
§19.85(1)(c) Considering employment, promotion, compensation or performance evaluation
data of any public employee over which the governmental body has jurisdiction or exercises
responsibility. Specifically, to conduct interviews for a part time Public Safety Officer
position and appointment of part time firefighter positions
5. The Commission will then reconvene into Open Session for purposes of potential additional
discussion and/or action on matters discussed in closed session and adjournment.
