PARK AND REC COMMITTEE MEETING MINUTES Village Hall Board Room Thursday, July 10,2025 6:30 pm Call to Order: Tammie Smith at 6:32PM Roll Call: Angela Petruska, Tammie Smith, Scott Deichl-present. Also present Stephanie Butler-Rec. Director Business Agenda Item # 1 – Stephanie hired someone part time through Labor Day for the beach house to keep it clean and to serve food and beverages. Background check approved, taking drug test on Monday, July 14th. Will work 10-12 hours per week Thursday-Sunday. She was asking for $15.00 per hour and Stephanie was going to offer around $13.50 per hour. Scott said electric is fine, pizza oven is here, food here. No lifeguard on duty, swimming at own risk. Agenda Item # 2 – Stephanie is working on Party in the Park held on August 2nd. She is setting up Touch a Truck. Scott said he would have some DPW trucks there. Working on monster trucks, race/stock cars, Herr Drilling equipment, tractors, airplane from the Aviation Group, ambulance, police car (maybe an ambulance from Fort Hospital). Stephanie reached out to Jefferson County Sherriff Department. Would like Palmyra Police and Fire Department to be more visible to the public. Park and Rec would be purchasing pork butts for the smoker’s cook off. Entry’s will smoke their food the day before. Will be a small cheap trophy of some sort for the winner. She has someone lined up to come out and cook corn. Stephanie will be picking the corn early that morning. Thinking about charging $10.00 to try the smoked meat. $2-3 for corn. Suggested that we have food there for the kids’ hot dogs, etc. There will also be food truck from Eagle – Sisters selling food only. We will be selling beer/soda/water. Stephanie is working on having two meat raffles with drawing at noon, 1PM and the gun raffle at 2PM. Angela suggested that Stephanie get the flyers out soon. Agenda Item # 3 – The person that reached out to Stephanie for Volleyball teams did not have the eight teams she said, nor did they reach out to Stephanie to sign up. The only team to sign up was the one team that went through Stephanie and was the only team to show up to play. Stephanie will be issuing that team a refund. Stephanie purchased a volleyball. Agenda Item # 4 – Stephanie purchased 4 pickleball paddle sets/balls for rental. There will be a rental contract along with a $5.00 deposit and the cost of replacement if not returned. Angela suggested that Stephanie check with the librarian to see how their contracts work for checking out items. Stephanie said the net is held down by zip ties and that they are constantly being cut and she is constantly replacing the zip ties. Scott suggested that we include zip ties with the rental equipment. Agenda Item # 5 – Gun raffle – Stephanie has distributed 250 tickets to be sold, and they have sold 70-80 tickets so far. They need to sell 125 tickets to break even. The goal is to sell 450 tickets; they were able to have 6 guns for the raffle. Guns were purchased through Mountain Man Guns; guns were sold at cost. The owner of the Palmyra Gun Shop said he would be interested in helping sell tickets. Stephanie said for the next drawing she is open to working with Palmyra Gun Shop and see if they would give her the same deal as Mountain Man Guns to keep the business local. All unsold raffle tickets for the drawing is required to be kept for one year before throwing out unsold tickets. Agenda Item # 6 – We discussed Park and Rec being over budget – Stephanie will be looking at budget to see what she can do so Park and Rec isn’t over budget. Stephanie will also ask for a budget comparison for this year. Stephanie is planning on doing another gun raffle later in the year. Scott/Angela thought it might be hard to do two-gun raffles in one year. Tammie suggested that Stephanie looks into seeing if Milwaukee Brewers still let organization’s work their concession stands. Maybe the doc hounds in Oconomowoc have similar programs. Stephanie suggested that she would look into checking with Palmyra Eagle Area School District to see if they can work in concession stands for their games to earn extra money. Stephanie was making donations letters every other year. Angela suggested that donation letters be sent every year. The Friends of the Library sends out donation letters every year. Sprinkler Guys and BP sponsor the baseball teams. Sublimated jerseys are a little more expensive. Stephanie checked with the local graphics guy, but he was not interested in our business. He is a small company and didn’t want to have their current customers go elsewhere. Scott suggested maybe raising the enrollment fees. Stephanie said she raised the soccer fee $5.00 this year. We provide balls and catcher gear. Etc. Stephanie will try to make a least one board meeting per month. Meetings she is unable to attend she will provide Laurie with a Park and Rec update to be shared at the board meeting. From March through July it is hard to attend meetings since there is games Mon-Wed. Stephanie is asking for a little grace during that time of year. 7:41PM Angela motion to end meeting / Scott 2nd / all in favor Respectfully submitted, Tammie Smith, Rec. Discussion/possible action on Recreation Budget Adjournment This is the agenda for the 7/10/25 Recreation Committee meeting as of July 7, 2025 and is subject to modification prior to said meeting pursuant to the Wisconsin Open Meetings Law. Members of the Village Board may attend the above- noticed meeting in order to gather information about a subject over which they have decision- making responsibilities. The only action to be taken at the above-mentioned meeting will be action by the Recreation Committee. Please be advised that agenda items may be taken in an order other that which appears here. It is possible that members of, and possibly a quorum of, other governmental bodies of the Village may be in attendance at the above stated meeting to gather information. No action will be taken by any governmental body at the above stated meeting other than the governmental body specifically referred to in the above notice.
