MEETING MINUTES Village of Palmyra REGULAR VILLAGE BOARD MEETING Monday May 6, 2024 Village Hall 100 W. Taft Street 6:00 P.M. The meeting was called to order by Village President Kathy Weiss at 6:05 pm. Roll call: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-present. Pledge of Allegiance Communications: Representative Cindi Duchow was present and introduced herself. After the next election she will be our new representative. President Weiss mentioned the food pantries times they are open. Brush chipping next Monday, May 25th Party in the Park. Weiss wants to send out a huge thank you to Alissa Simmons for the past weekend’s events celebrating the Village’s 150th birthday. Thank you from the Dexheimer family for the plant for their son’s funeral. Resident Bill Holcomb asked why there was no police presence for people crossing Hwy 59 during the mural unveiling. Chief Pavlock says there was not a request for police coverage so he will address this in the future. Monthly Reports: Public Works-RR dead ends were paved we will be reimbursed for that. The new merry go round has been installed and new wood chips down at the park. The UV disinfection turned on due to numbers creeping up. All of the lights are to be plugged in, electric system can’t handle it so Halbrucker is looking into this. PFAS limits: we were below state’s limits but right at the EPA limits, if we are still high we might have to drill a well and put in a new treatment system in the coming years. We have to test for unregulated contaminates coming in the future. After Labor Day the County will be paving Hwy H and Blue spring lake drive. Have been busy hauling sludge too. The part time grass cutter started today. Public Safety- some items in closed session will be discussed. Status of the Dept: lost another officer to a resignation. 7 am – 5 pm. There will be police coverage by our dept. and outside of that the County will respond. Sgt. LePak has been working on scheduling. We lost 8 people but on his desk are 9 background investigations, 1 FT PD and 1 PT in background. We want 24/7 coverage but do not have the staff now. FD side: 3 new FT fire/ems personnel. Just those 3 means we will have 2 firefighters and 2 EMT’s and that is the 1st time in a long time. And 5 pt EMT’s are in background. This dept will be in far better shape than we have been in a long time. Mike Gartzke introduced himself, he is the interim Fire/EMS Chief. Recreation Dept., -nothing Library-nothing. Clerk/Treasurer - nothing. 1. Consent Agenda: All items listed are considered routine and will be enacted by one motion. There will be no separate discussion of these items unless a Board member so requests, in which event the item will be removed from the Consent agenda and be considered on the regular agenda. A. Troiola/Smith motion to approve the following minutes: April 15, 2024 Committee of the Whole meeting and April 24th Recreation and Personnel Committee meeting. All ayes-motion carried. 2. Building Permits: None 3. New Business Discussion and Possible Action on the Following Items A. Troiola/Ball motion to approve the Direct Sellers Permit for Bartolotta Fireworks Next Generation to sell fireworks at 162 E. Main St. parking lot from May 31st – July 7th. All ayes-motion carried. B. Troiola/Smith motion to approve a Special Event permit for Ashley Sinkula for Makers Market events on Mondays June 3rd- Sept. 30th . All ayes-motion carried. C. Troiola/Kinjerski motion to approve the Farm Lease agreement between the Village of Palmyra and Blane Poulson for the fields on Marsh Road and Hwy H owned by the Village. All ayes-motion carried. D. Troiola/Smith motion to approve the Temporary Beer/wine (picnic) license for the American Legion Post 304 for July 4th event at the Village Park. All ayes-motion carried. E. Troiola/Petruska motion to approve a Temporary Operator’s License application request for David Turner for July 4th event. All ayes-motion carried. F. Quotes for a new washer and dryer for the Public Safety Dept. Home Depot and Best Buy quotes. The quotes that were in the board’s packets have expired so Jill Hoard got 2 new quotes which increased a considerable amount over the first ones. Interim Fire Chief Mike Gartzke explained why the dept. needs the machines, for washing the firefighter gear. Petruska/Gorsegner motion to approve the purchase of a new washer and dryer not to exceed $2100.00. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-aye. Motion carried. G. Troiola/Ball motion to conditionally approve an extraterritorial land division for Adam and Amanda Adsit on parcel 024-0516-3532-002, Tamarack Road, Town of Palmyra. Plan Commission will have this on their May 15th agenda for approval, if they approve then it doesn’t need to come back to the Board. All ayes-motion carried. H. Troiola/Ball motion to approve the payment of the bills totaling $67,496.33 on the bill list with extras presented tonight to United Liquid Waste, Bosto, DNR for yearly discharges, WE Energies, Jim & Judy’s, Premium Waters, Colonial Life, Hog N Cakes, MSA, Diversified Benefits Services, Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-aye. Motion carried. I. Discussion/possible action on the following appointments: Weed Commissioner-Scott Halbrucker, Zoning Administrator-Brad Vowels-Katter (MSA Professional Services), Building Inspector-WI Inspection Agency (John Moosreiner), Village Engineer-MSA Professional Services, Village Assessor-Associated Appraisal, Village Attorney- Municipal Law & Litigation (Stan Riffle), Court Attorney-Christopher Schultz, IT Technician- John Wisnewski Plan Commission – Tim Gorsegner Zoning Board of Appeals- Marv Manke Historic Preservation Commission- Alissa Simmons, Lee Wurzback Board of Review- Angela Petruska, Nick Troiola Police & Fire Commission-Shellee Lubus Library Board- Teri Orchard Trustee Petruska asked President Weiss to look at additional candidates for the Library Board position. Weiss said she spoke to other members of the library board and they were fine with Orchard being appointed. Orchard has served on other Library Boards and has been part of the Town of Palmyra for several years. Gorsegner/Kinjerski motion to approve the above appointments. Trustees Troiola, Petruska and Smith voted nay. Weiss, Ball, Gorsegner, Kinjerski voted-aye. Motion carried. J. CDA appointments- Tim Gorsegner, Nick Troiola, Matt Sockrider, Deb Bartolerio- they were on before. So just a re-appointment. Ball/Gorsegner motion to approve these appointments. All ayes-motion carried. L. Troiola/Gorsegner motion to convene into Closed Session at 6:50 pm with staff, pursuant to §19.85(1)(c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Specifically for updates on the Public Safety Departments personnel matters and the benefit package for a Fire/EMS Chief. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-carried. Between $72,000-$90,000 for fire chief salaried position will be posted after tonight’s meeting. M. Petruska/Gorsegner motion to convene into open session at 7:34 pm for further discussion related to matters discussed in closed session. Roll call vote: Ball, Gorsegner, Ki njerski, Petruska, Smith, Troiola, Weiss-aye. Motion carried. Troiola/Ball motion to approve the Fire/EMS Chief’s job description removing the footnotes and add the word “and” to #4. Job posting will show a salary of between $72,000-$90,000.
